In the early morning of January 23, the Hong Kong Special Administrative Region government enclosed Jordan's "restricted area". Residents in the area must stay on the premises and undergo mandatory testing.

Approximately 10,000 people in the "restricted area" are required to undergo compulsory testing. There are 51 mobile sampling stations. The SAR government strives to complete it within 48 hours. The goal is to achieve the "clear" of the community.

The SAR government mobilized about 3,000 people to join the operation, including members of the police, immigration, customs and other disciplined services.
