  But during that summer vacation, Li Li received a call from a man who claimed to be a staff member of a famous university in Wuhan, saying that he could study the “internal relations” of this famous university and attend classes like the unified enrollment. After graduation, he would take the school. Graduation certificate.

  On the other end of the phone, the other party had nothing wrong with Li Li's relevant information, and Li Li quickly sent the other party the high school diploma, college entrance examination scores, etc.

In August of that year, he received the "admission notice" from this university in Wuhan as scheduled.

  After studying in Wuhan for more than half a year, Li Li discovered that all this was a "one-stop fraud" scam-fake admission notices, fake student IDs, and teachers in class were all fake.

  In June 2016, Li Li left school and returned to Guangxi.

So far, his classmates who scored similarly in the college entrance examination that year have been admitted to graduate school or graduated to find their favorite jobs, and he has been wandering around for several years to work, and his academic qualifications have always remained at the "high school" stage.

  According to the investigation conducted by the Luonan Police Station of the Hongshan Branch of the Wuhan Public Security Bureau, there were dozens of young people who came from Shanxi, Xinjiang, Shaanxi and other provinces across the country.

  The leader of this scam is Yuan, a post-85 man.

For committing fraud, Yuan Mou was recently sentenced to 12 years in prison and fined 80,000 yuan.

  Classes in university classrooms, military training, dormitories

  In September 2015, Li Li reported to the school.

The check-in office was set up in a classroom of that famous school in Wuhan. He paid a total of 13,500 yuan in tuition and accommodation for the first year of the university, and was then taken directly to a military training base in the suburbs to participate in "military training."

  Here, Li Li met the "teacher", Yuan in his 30s.

About half a month later, under Yuan's arrangement, Li Li and the students who participated in the military training came to a student apartment in the school.

  The tuition paid in the school includes military training, dormitory, and classes in ordinary classrooms...everywhere, it seems more reliable.

But Li Li quickly noticed some differences in details: This is a graduate student apartment of the school. He and his "classmates" who participated in military training live in several dormitories, and the same dormitory does not recruit undergraduates.

  Originally, the admissions staff declared that they “have the same high-quality teaching resources of the school as the undergraduates of the unified enrollment”, but after the beginning of school, Li Li found that all students were attending classes together regardless of majors, and the teachers did not seem to be teachers of the school.

I only found out after inquiring that some of them were teachers from other universities, and more of them were graduate students from other universities.

Two weeks later, the class location was changed from the classroom in the teaching building to a study room in the student apartment.

  On campus, the unified enrollment relies on the "all-in-one card" to go to the library to read books and eat in the canteen. Li Li and his classmates do not have the "all-in-one card".

They asked Yuan several times for inquiries, and Yuan said that he "needs to wait a while", but the result was always nothing.

  Yuan issued a "student card" to each student.

Before the winter vacation, a student took a "student ID" to the train station to buy a student discount ticket, and was told that the stamp on the ID was fake.

Yuan explained this: "You came in through a special channel, don't care about these, you can get a diploma at that time."

  All this made Li Li feel suspicious.

The next semester, there are fewer and fewer courses per week. Once, Yuan told everyone, "The second level of computer exam is coming. As long as you pay, you can get the certificate without taking the exam."

  At this time, Li Li was convinced that he was cheated.

In June 2016, Li Li decided to leave the school to find another way out. He also became the first student to drop out of this special "class" of more than 20 people.

  Before leaving school, Li Li once persuaded the students to "stop the loss in time", but others still had infinite longing for the "graduation certificate" of this prestigious school, and no one responded.

  60,000 yuan "operation fee"

  It was with this beautiful vision that Wang Ju, a Chongqing native born in 1998, spent nearly 5 years on this.

In 2013, Wang Ju originally studied first grade in a secondary school.

She heard from her neighbors that she paid 60,000 yuan for "operation fees" and could go to this prestigious school in Wuhan to study for an undergraduate degree.

Attracted by the aura of a prestigious school diploma, Wang Ju's family paid the money.

  Soon, Wang Ju received a letter of admission by mail.

Among them, the admission notice, instructions for freshmen, and the school's "Letter to Parents" are all available.

The notice indicated that she was admitted to the nursing major of the school.

  According to the police handling the case, these admission materials are basically the same as the real materials.

  At the beginning of September 2013, Wang Ju went through the admission procedures in a classroom next to the old library on the top of the mountain with the beautiful scenery of this university in Wuhan, and gave the tuition fees to Yuan on the spot.

  After semester began, various signs showed that her identity was not for undergraduates.

She asked Yuan to ask. Yuan said that they were studying for a "self-study undergraduate".

  Wang Ju was stunned. She asked her neighbor to get back 60,000 yuan for "operation fees".

She thought about dropping out, but Yuan told her that she could take the self-study college diploma from this school first, and then take the self-study undergraduate diploma, "the gold content is also very high."

Wang Ju chose to stay.

  In June 2017, looking at the end of 4 years, Wang Ju has not yet received his diploma.

Yuan lied that Wang Ju "is too young to study for another year", and promised to issue a self-examination diploma before December 31, 2017, otherwise he would refund the 4-year tuition.

Wang Ju calculated an account: from 2013 to 2017, she paid a total of more than 54,000 yuan to Yuan for tuition and fees, accommodation fees, etc.

  After the incident, Wang Ju knew that as a self-examination candidate, he could register by himself without having to pay an intermediary.

  Since then, Wang Ju has repeatedly urged for her graduation certificate to fail. Until April 2018, when she contacted Yuan again, she found that Yuan had "blocked" her phone number.

  There are not a few people who have similar encounters with Wang Ju.

  A student who has completed 4 years of studies received a graduation certificate from Yuan, but was found to be a fake certificate when looking for a job-because the unit checked on the "China Higher Education Student Information Network" of the Ministry of Education, There is no information about her at all.

  "One-stop fraud" is behind the loopholes in university management

  After nearly 5 years, Wang Ju and others chose to report to the police-not all participants are willing to report to the police, they are just a part of them.

  Wuhan police quickly launched an investigation, and on May 8, 2019, Yuan Mou was detained for criminal purposes.

After investigation, Yuan, who was born in 1985 and has no fixed occupation, began recruiting students for some self-examination institutions in 2012, and discovered the "way to make money" from it.

  From 2013 to 2018, Yuan Mou made up two identities to the outside world: a staff member of a famous university in Wuhan, or a teacher of the school of continuing education.

  When enrolling students, at first, Yuan declared that through his "special channel", he could obtain the university's undergraduate diploma.

Later, he claimed that he was a teacher of the College of Continuing Education, who could help students obtain the school's self-examination diploma.

  In order to defraud the candidates and their parents' trust, Yuan issued a forged admission notice and student ID to the candidates.

For each freshman, he arranged "military training" at two military training bases on the side of Wuhan East Lake and Caidian District.

  After arriving at the case, Yuan explained that in order to convince the students, he asked his acquaintances to rent 4 dormitories through the school’s student apartment property manager. Each dormitory has 6 beds and the annual rent for each bed is 2,200 yuan. "Concentrated accommodation.

The staff in the apartment finds vacant classrooms on the campus to teach students at an annual cost of 60,000 yuan.

  The so-called class was that Yuan temporarily hired a graduate student from a foreign school to substitute for the class in an empty classroom. The teacher was paid 300 yuan to 500 yuan for each class. The classroom and the teacher were different each time.

  In the face of all kinds of questions from students, Yuan will tell them that they can get the same academic certificate as the school’s enrollment if they are not in class, and remind them that they are "special" and don’t say anything about it. All affairs can only be passed through him during school. , In order to firmly control the students in their own hands.

  The Hongshan District People’s Court of Wuhan City held that for the purpose of illegal possession, Yuan defrauded multiple students’ property by falsifying facts and concealing the truth. His behavior constituted a crime of fraud and the amount was particularly huge.

The court sentenced Yuan to the crime of fraud and sentenced him to 12 years in prison and a fine of 80,000 yuan; the money paid by 21 victims was refunded.

  The court found that these 21 people paid a total of 970,318 yuan for tuition and fees and registration fees to Yuan.

The least amount is 4,000 yuan, the most is 112,200 yuan, and the average is more than 46,000 yuan.

  The "one-stop fraud" incident highlights the loopholes in the management of universities.

Many students report that the important reason for believing that they can get a "regular undergraduate diploma" from a well-known university is that the payment is made in the school's teaching area, office area and other relevant places; students also live in the school's student apartment and attend classes at the school.

  A person involved in the case explained to the police that the reason why Yuan could rent these dormitories for students to live in was "made" through the property manager of the apartment.

  How did these victims get in touch with Yuan?

  The policeman handling the case told reporters that some were introduced to Yuan by acquaintances; some received calls from some local recruiters shortly after the college entrance examination was over, and these people were "offline" from Yuan's development; some even Because I clicked on the false advertisement link when browsing the relevant admissions webpage, filled in personal information such as ID number, admission ticket number, and finally fell into a scam.

  The police reminded, “Candidates and their parents should protect their personal information, and don’t click on unknown enrollment links to prevent it from being used by criminals.”

  Knowing that Yuan was in jail, many victims said in an interview with a reporter from China Youth Daily and China Youth Daily, "This is the punishment he deserves."

  After leaving school and returning to Guangxi, Li Li had originally thought about taking the college entrance examination again, but because he did not want to be deceived by more people, he did not choose to go to high school to repeat his studies.

For six months in a row, Li Li shut himself up at home, unwilling to see people. "In the mood of anger and regret, I feel very difficult to pass this hurdle..."

  Encouraged by his family, Li Li tried to find a job, but due to his academic qualifications, he hit a wall everywhere.

With the help of art skills, he found a training institution, determined to study interior design hard, and currently works in a decoration company.

  Wang Ju told reporters from China Youth Daily and China Youth Daily that until today, she has not obtained a "graduation certificate."

She later received an adult education and received a junior college diploma last year. At present, the 23-year-old is in another college in Wuhan to get her undergraduate.

When the police paid a return visit to the deceived students, they found that, including many students who had been admitted to undergraduate colleges and universities, because they missed their best time, some became restaurant chefs, some went to the hotel as waiters, and others became self-examination admission agents. , "Swear to never deceive people with false information."

  The only thing Li Li felt fortunate was that he left school soon after he was cheated.

Before leaving school, he had communicated with his classmates. At that time, some of the students who chose to stay still took a fluke and believed that they could get a diploma from a prestigious school in a few years; some knew that they were cheated, but did not have the courage to face the reality.
