Climate law: What are the main proposals of this project?

Offense of ecocide, artificialization of soils reduced by two, eco-score… The climate bill, the first “good sheets” of which were published on January 8, was to include around one hundred of the 146 proposals made by the 150 members of the Citizen's Convention for the Climate (CCC), and retained by Emmanuel Macron.

Criticized by many NGOs who accuse it of strongly watering down the ambitions of the 150 citizens drawn for the Convention, the text provides in particular for the end of the rental of thermal strainers in 2028, the ban on advertising for fossil fuels, as well as the prohibition to take the plane for internal flights if there is an alternative by train in less than 2:30 (against 4 hours, proposed by the 150).

40% emission reduction target

The Citizen's Convention, wanted by Emmanuel Macron at the end of the “yellow vests” crisis, had a roadmap to propose measures allowing a 40% reduction in French emissions compared to 1990, and by 2030. A objective set for France as part of the European Union's commitments, and which, at the end of 2020, raised its overall objective to a reduction of 55%.

According to the government, the climate bill should "help secure the achievement of between half and two-thirds of the way to go between emissions in 2019 and the target in 2030".

An assessment nonetheless difficult to measure, some proposals having indirect effects on emissions reductions, and consequences on the functioning of the French economy, largely undermined by the coronavirus pandemic.

Ecocide offense, the apple of discord

After much turmoil, the creation of an offense of ecocide, one of the flagship measures of the bill, will finally be subject to a criterion of intentionality, to the chagrin of many defenders of the environment, some of whom even denounce regression.

The government had already unveiled, in early December, the main lines of the text, the finalization of which has been postponed several times.

The bill is due to be presented to the Council of Ministers on February 10, and will be examined in the National Assembly from the end of March.
