In order to restore the confidence of all sectors of the mainland in Hong Kong, the SAR government plans to comprehensively strengthen its promotion work in the mainland after the epidemic.

  Zeng Guowei said that the five mainland offices of the SAR government will work with relevant departments and agencies to organize and participate in special events such as commerce, culture and art in the mainland, strengthen contacts with stakeholders, and arrange mutual visits and exchange activities between the two places , To assist all sectors in the Mainland to understand the latest situation in Hong Kong more comprehensively, promote Hong Kong’s unique advantages, and rebuild Hong Kong’s good image of security, law-abiding, civilized, diverse and inclusive.

The SAR government will carry out relevant publicity and promotion work in due course.

  In terms of strengthening cooperation with mainland provinces and cities, Zeng Guowei said that the SAR government will continue to use the cooperation mechanism between Hong Kong and the Pan-Pearl River Delta, Guangdong, Fujian, Sichuan, Beijing, Shanghai, Shenzhen and Macau SAR to deepen the region. Cooperation, and promote regional cooperation with other provinces and cities in the Mainland in a pragmatic and "mature one-by-one" approach.

  Since November 23 last year, Hong Kong has implemented the "Easy Return to Hong Kong" program that allows Hong Kong residents in Guangdong or Macau to obtain quotas and to return to Hong Kong from a 14-day compulsory quarantine if they meet specified conditions.

Since January 14 this year, the online quota reservation system has been optimized to be open 24/7.

Zeng Guowei mentioned that as of January 13 this year, 28,877 people have returned to Hong Kong through this program.

  As for the mutual exemption of mandatory entry quarantine arrangements for Guangdong, Hong Kong and Macao, Zeng Guowei said that the current consensus of the three places is to gradually restore the flow of cross-border customs clearance through the exchange of “health codes” and mutual recognition of nucleic acid test results under the control of the epidemic. The specific arrangements and implementation time will still depend on the epidemic situation, and further consultations with Guangdong and Macao will be implemented.
