Tang Yi said that the closed control area outside the closed control circle of the five streets in Jinpu New District should be closed no earlier than 0:00 on January 16.
Medium-risk areas should start from the time of the last positive infection in the community. After the "14+7" days are closed for control, they can apply to be reduced to low-risk areas.
The time when the medium-risk area is reduced to the low-risk area shall not be earlier than 0:00 on January 16.
According to the report, in accordance with the requirements of the Dalian City Epidemic Prevention and Control Headquarters "Notice on Doing a Good Job in the Unblocking of Gated Communities", the unblocking of gated communities is mainly divided into three steps:
First, the district, city and county (pilot district) headquarters will effectively perform territorial management responsibilities, organize special working groups for communities, neighborhoods, and jurisdictions, and conduct a comprehensive assessment of communities that meet the unblocking standards set by the Municipal Epidemic Prevention and Control Headquarters, with key assessments The effectiveness of community closed management and control, the implementation of personnel management and disinfection and disinfection measures, and the risk of the epidemic spreading within the community or spreading outside the community after the community’s control is lifted.
Second, the district, city, and county (pilot district) headquarters, based on the assessment results, put forward community unblocking opinions for those that meet the conditions for unblocking, and if they agree to unblock, report to the City Headquarters for Epidemic Prevention and Control.
Third, the Municipal Epidemic Prevention and Control Headquarters organized a municipal-level special working group to conduct comprehensive research, judgment and assessment of unblocking risks, and the release was carried out after the approval of the City Epidemic Prevention and Control Headquarters.
From 0:00 to 24:00 on January 12, there were no new confirmed local cases and local asymptomatic infections in Dalian.
Since December 15, 2020, Dalian has reported a total of 51 confirmed cases of new coronary pneumonia and 32 local asymptomatic infections.
