The "Management Regulations" mentioned that during the epidemic, it is recommended that the number of passengers carried by online taxi-hailing taxis be appropriately controlled during the operation of the Internet; the carpooling business should be suspended.

  The space of online car-hailing taxis is confined and narrow, and the driver and passengers are close during operation. If prevention, control and protection are not in place, it is very easy to cause the spread of the new crown epidemic.

Based on this, formulate regulations for the prevention and control of epidemics during the operation of online taxis.

  1. Implement the "quartet responsibilities" and clarify the responsibilities of all parties

  In accordance with the “Notice of the Beijing Municipal People’s Government on Further Clarifying Responsibilities and Strengthening the Prevention and Control of Pneumonia Caused by Novel Coronavirus Infection” (Jingzheng Fa (2020) No. 2) and “On the Implementation of the “Quadruple Responsibilities” to further strengthen key populations, places and units The “Notice on the Prevention and Control of the Pneumonia Epidemic Caused by Coronavirus Infection” (Jingzheng Banfa [2020] No. 4) and other requirements, strictly implement normalized epidemic prevention and control measures.

All online taxi-hailing taxi operating agencies (platforms) implement the main responsibility, the transportation authority should implement the supervision responsibility, and the driver implement the personal responsibility.

  2. Daily epidemic prevention and control measures in the online taxi industry

  (1) Operating organization (platform)

  1. Establish a health monitoring report system for drivers.

  2. Regularly organize drivers to carry out nucleic acid testing, and new drivers will be on duty with a certificate of negative nucleic acid test within 3 days.

  3. Organize drivers to implement full coverage of COVID-19 vaccine.

  4. Supervise the driver to implement various prevention and control measures through on-board audio and video surveillance.

  5. Unblock passenger complaint channels related to epidemic prevention and control and respond promptly.

  (2) Driver

  1. It is strictly forbidden to go to work if you have fever, respiratory tract, digestive tract and other symptoms, and seek medical treatment as soon as possible.

  2. Drivers should wear masks throughout the operation period, and passengers should be reminded to wear masks throughout the operation.

  3. Pay attention to hand hygiene during the service. Do not touch your mouth, eyes, or nose before cleaning your hands, wash your hands after touching potentially contaminated items, or disinfect with hand disinfectants.

  4. Try to use non-cash payment methods.

  5. Prompt words and health and epidemic prevention knowledge should be posted in the eye-catching places in the car and on the back of the seat.

  6. Keep the air in the car fresh and open the windows regularly for ventilation; keep the car tidy and clean up garbage in time; keep the seat cover clean and wash and disinfect regularly; regularly clean and disinfect the door handles, armrests, seats and other parts that passengers frequently touch; Prepare garbage bags and other protective cleaning supplies inside.

  7. When passengers experience vomiting, immediately cover the vomit with disposable absorbent material and sufficient disinfectant.

After removing the vomit, disinfect the contaminated ground and vehicle walls.

  8. Pick up and drop off the airport, high-speed rail, intercity transportation and other people entering Beijing from outside Beijing, and they must be disinfected before picking up other passengers.

  3. In one of the following situations, the vehicle cannot run on the road, and the driver cannot be on duty

  (1) Do not wear masks or wear masks irregularly when carrying passengers (it is recommended to use disposable medical masks or N95 masks);

  (2) Failure to implement one single disinfection and one ventilation;

  (3) Failure to conduct weekly nucleic acid testing;

  (4) Those who have not received the new coronary pneumonia vaccine (except for contraindications to vaccination);

  (5) Carrying passengers who do not wear masks or who wear masks irregularly;

  (6) Failure to implement the "scan code registration" of Beijing Healthbao before boarding the vehicle;

  (7) The vehicle is not equipped with manual disinfectant or quick disinfectant;

  (8) Those who have fever, respiratory tract, digestive tract and other symptoms.

  4. If you do not comply with the above behaviors, once the report is verified, the competent department of transportation shall notify the public, and take the circuit breaker mechanism and related punishment measures when necessary

  Suspend the operation of the car for 7 days; if the vehicle is repeatedly committed more than three times, the suspension of operation shall be extended until the operation qualification is cancelled; the main responsibility of the online car-hailing taxi operating agency (platform) shall be jointly and severally investigated.

  5. If the above behavior is not followed and the epidemic spreads, relevant administrative and criminal punishment measures shall be taken

  In accordance with the "Law of the People's Republic of China on the Prevention and Control of Infectious Diseases" and other laws and regulations, the relevant responsible persons shall be investigated for criminal responsibility, and the main responsibility of the online taxi operation agency (platform) where they are located shall be jointly investigated.

  6. Other suggestions

  During the epidemic, the number of passengers carried by online taxi-hailing taxis was appropriately controlled; carpooling services were suspended; and the communication between drivers and passengers was reduced.
