China News Service, Beijing, January 10 (Chen Hang) Rong Jun, deputy director and spokesperson of the Beijing Municipal Commission of Transportation, said at a press conference on the 10th that the transportation department has introduced an "enhanced version" of 7 defenses in the online taxi industry. Control measures.

It is mentioned that from tomorrow (January 11), passengers taking cruise taxis or online car-hailing cars should use the health treasure to scan the code to register, and the driver should take the initiative to show the passenger information registration two-dimensional Code", passengers who do not scan the code to register can refuse to carry.

Rong Jun said that in light of the situation of epidemic prevention and control, the transportation department has increased the supervision and inspection of the taxi industry's prevention and control of the epidemic in a strict, pragmatic, meticulous, and intensive manner, so as to escort passengers for safe travel.

Rong Jun said that in response to the recent continuous occurrence of confirmed cases of online ride-hailing drivers on the "Huaxiaozhu" taxi-hailing platform under the name of Didi, the transportation law enforcement department has increased the supervision and inspection of the epidemic prevention and control of online ride-hailing and cruise taxis. Since January 1, a total of 5,913 law enforcement personnel have been dispatched to check the implementation of the epidemic prevention and control measures of online taxi-hailing platforms, cruise taxi companies, and drivers 7,626 times.

The investigation and punishment of 12 violations of online car-hailing platforms, 109 violations of online taxi drivers, and 205 violations of cruise taxis were severely punished.

Among them, 12 cases were punished for failure to implement epidemic prevention and control measures on the "Huaxiaozhu" platform and a fine of 340,000 yuan; 96 cases were punished for drivers of the Didi platform and a fine of 1.07 million yuan.

Rong Jun said that in accordance with the requirements of the taxi industry for prevention and control of the epidemic, parade vehicles and online car-hailing vehicles should be disinfected, ventilated, and drivers wear masks during operation.

Key areas such as steering wheel and seat covers are disinfected every 4 hours; key parts such as door handles and window lift buttons are disinfected once every transportation; windows are opened for ventilation once every transportation.

Recent feedback from law enforcement inspections shows that online car-hailing platform companies such as Didi and Huaxiaozhu still have insufficient implementation of the main responsibilities for epidemic prevention and control, and insufficient implementation and supervision of platform drivers for epidemic prevention and control measures.

At the same time, during the operation process of online ride-hailing drivers, there are phenomena that do not follow the requirements for disinfection and ventilation, do not wear as required or wear masks incorrectly, and there are also cases where passengers who do not wear masks are not discouraged.

For example, Didi platform driver Yin Moumou took the order (green vegetable carpooling list) on the Didi platform on January 6, and drove Jing KE** No.17 from Qinghe Keliyuan Building in Haidian District to Wufu Home in Shahe, Changping District , No mask was worn during the trip, passengers complained to the Didi platform, and the customer service failed to respond in time.

Upon investigation, neither the driver nor the vehicle obtained the qualification for online car-hailing, and the law enforcement agencies have imposed fines of 20,000 yuan on the Didi platform and the driver.

Another example is the Didi platform driver Li who took the order (express ticket) on the Didi platform on January 9th, driving the vehicle with the number plate of Beijing KH**52, and carrying passengers at the P1 parking lot of Daxing International Airport to Fengtai District. At Jiabao, he did not wear a mask as required, the driver was from Henan, and neither the driver nor the vehicle obtained the qualification for online car-hailing.

On the same day, the driver of the Didi platform, Yuan Moumou, took the order (express ticket) on the Didi platform, and the number plate of the driving vehicle was Beijing ED**22. When he was carrying passengers at the P1 parking building of Daxing International Airport to the second channel of Tongzhou District, he did not Wear a mask as required. The driver is from Shanxi, and neither the driver nor the vehicle has obtained the qualification for online car-hailing.

In the next step, law enforcement agencies will severely penalize the Didi platform and related drivers in accordance with the law.

At the same time, the relevant departments found that he had been in a vehicle driven by Wang Mou, the driver of the Didi platform, during the flow adjustment process of the case Wang Mou who was diagnosed on January 9. We have initiated law enforcement investigation procedures. If the “four-party responsibility” is not in place for epidemic prevention and control, the platform will be severely punished according to law.

Rong Jun pointed out that the Beijing Municipal Center for Disease Control and Prevention has issued guidelines for the prevention and control of the online car-hailing taxi industry, requiring the operating platform to implement the following epidemic prevention and control measures: First, establish a driver’s health monitoring report system and require drivers to upload daily Health code status and verification; second, organize drivers to carry out nucleic acid testing, and newly hired drivers hold a certificate of negative nucleic acid test within 3 days; third, organize drivers to implement new coronary pneumonia vaccination; fourth, monitor through on-board audio and video monitoring The driver implements various prevention and control measures; the fifth is to unblock the passenger complaint channels related to the prevention and control of the epidemic and respond in a timely manner.

Drivers are required to implement the following epidemic prevention and control measures: First, it is strictly forbidden to go to work when they have fever, respiratory or digestive tract symptoms, and seek medical attention as soon as possible; second, drivers should wear masks throughout the operation period and remind passengers to wear masks throughout the operation ; Third, pay attention to hand hygiene during the service, do not touch the mouth, eyes, and nose before cleaning your hands, wash your hands after touching potentially contaminated items, or disinfect with hand disinfectants; fourth, try to use non-cash payment methods; fifth, keep The air in the car is fresh, and the windows are opened regularly for ventilation; keep the car tidy and clean up garbage in time.

Keep the seat cover clean and wash and disinfect regularly.

Regularly clean and disinfect the door handles, armrests, seats and other parts frequently touched by passengers.

Prepare disinfectant and other protective cleaning supplies in the car.

At the same time, the transportation department has issued an "enhanced version" of 7 prevention and control measures in the online car-hailing taxi industry: First, drivers must take temperature measurements, and those with fever or respiratory symptoms are not allowed to operate; second, drivers must operate the entire process. Standardize wearing masks; third, drivers must have a negative nucleic acid test result and complete vaccination by the company within the specified time; fourth, operating vehicles must implement “one single disinfection and one ventilation”; fifth, suspension of driving in the Shunyi area Operators (including cruise cars and online car-hailing) are operating on the road, and the Shunyi regional network car-hailing "no entry, no exit, no order (except for the capital airport)" will be implemented. Car bookings should be registered by using the scan code of Healthbao. The driver should actively show the “Visitor Information Registration QR Code” to the passengers before the operation starts. Passengers who do not scan the code to register can be refused to board; seven is to strengthen law enforcement, Inadequate implementation of prevention and control measures will result in severe penalties, resolutely crack down on illegal operations, and ensure that epidemic prevention measures are in place and legal and compliant operations.

Rong Jun said that the transportation department has issued the "Notice on Further Strengthening the Prevention and Control of the Epidemic in the Online Taxi Industry" within the industry today to re-require and redeploy the prevention and control of the epidemic.

We also welcome the general public to actively participate in social supervision and report on companies and individuals whose epidemic prevention and control measures are not in place. Law enforcement agencies will immediately verify the report after receiving the report. After verification, it will be severely punished in accordance with the law and reported to be exposed. If necessary, the circuit breaker mechanism will be activated.
