  The “Greater Bay Area Youth Employment Program” is one of the measures announced by the Chief Executive’s 2020 Policy Address. The purpose is to encourage and support young people in Hong Kong to work and develop their careers in cities in the Guangdong-Hong Kong-Macao Greater Bay Area so that they can understand Hong Kong and The latest development of cities in the Greater Bay Area and grasp the business development opportunities in the Greater Bay Area.

  According to the plan, any company that has operations in Hong Kong and cities in the Greater Bay Area can apply to participate and provide job vacancies.

Participating companies must hire qualified graduates in Hong Kong in accordance with Hong Kong laws, and send them to work and receive on-the-job training in cities in the Greater Bay Area.

The plan provides a total of 2,000 places, of which about 700 are dedicated to innovation and technology positions.

The SAR government will provide companies with a monthly allowance of HK$10,000 per employed graduate for a maximum period of 18 months.

  It is reported that young people who want to apply for positions under the program must be Hong Kong residents, can be employed legally in Hong Kong, and hold a bachelor's degree or above awarded by Hong Kong or institutions outside Hong Kong from 2019 to 2021.

They can get a monthly salary of no less than 18,000 Hong Kong dollars when employed under the plan.

If the position is related to innovation and technology, eligible graduates must meet the aforementioned conditions and must also hold a degree related to science, technology, engineering or mathematics.

After being hired, they must work in Hong Kong and a city in the Greater Bay Area for 6 to 12 months.

  At present, the Labour Department and the Innovation and Technology Bureau have established a secretariat for the plan to handle applications from enterprises and grant subsidies.

  A spokesperson for the SAR government stated that, as the Chief Executive pointed out in his Policy Address, given the size of Hong Kong's economy and market, the youth unemployment rate may remain at a double-digit number for a period of time.

On the other hand, the Greater Bay Area, which has a population of 70 million, has huge development potential and can provide young people in Hong Kong with career development opportunities.

  It is reported that the relevant plan has received strong support from the Guangdong Province and Shenzhen Municipal Governments.

The Hong Kong Special Administrative Region government hopes that young people can look at the country, seize the opportunities in the Greater Bay Area in terms of study, employment, and life, and open up a broader space to realize their dreams.
