The New York state governor announced penalties for hospitals for failing to use their vaccine dispensing within a week.

"I don't want the vaccine in a refrigerator or freezer," said Andrew Cuomo.

"I want to have him in my arms with someone."

The hospitals in his state have so far used less than half of their allotted doses.

According to the US epidemic agency CDC, the proportion is even lower: According to their data, only a fifth of the 896,000 doses delivered in New York have so far been vaccinated.
