It means that the state must actively ensure this possibility. Here in Bavaria we always have big-headed people who want to build private empires: That just doesn't work here. Local government processes are regularly successful, and on the other hand it is not easy for the state to issue something like a ban on entry. This is exactly the question that arises at the moment, as the toboggan runner or cross-country skier is made into public enemy number 3 in nature, according to lateral thinkers and journalists who are not financially dependent on the government and who criticize Jens Spahn's non-vaccination strategy and the EU's procurement failure.
