  Last month, the "Implementation Plan" issued by the General Office of the State Council proposed that by the end of 2020, we should concentrate our efforts to ensure that various traditional services are in place, and we should promptly introduce and implement a number of effective measures to solve the most urgent problems of the elderly in the use of smart technology, and effectively meet The basic life needs of the elderly.

At the same time, it is proposed that by the end of 2022, a long-term mechanism to solve the "digital divide" problem faced by the elderly will be basically established and other goals.

  At the meeting that day, the relevant persons in charge of 24 departments all proposed the next step of work consideration.

  For example: Cai Fei, deputy director of the Department of Aging and Health of the National Health Commission, revealed that the department plans to introduce interim measures for health code management and services to further standardize health code work and strive to provide a universal nationwide health code service.

In addition, in the process of improving medical services in public hospitals, it is particularly emphasized to strengthen the provision of volunteer services for the elderly and provide traditional service methods, including number source appointments, time-based appointments for diagnosis and treatment, and centralized appointments for inspections, etc., to continuously improve medical care. The service process and quality of services are striving to prevent the elderly from getting sick due to technical obstacles.

  Xu Baoli, the second-level inspector of the Transportation Services Department of the Ministry of Transport, said that according to a comprehensive review, the digital divide that the elderly face in daily transportation is mainly concentrated in the difficulty of taking taxis, lack of manual services on public transportation, and inability to use health codes. etc.

At present, the Ministry of Transport is working with 6 departments to issue a special notice to further plan and deploy arrangements in terms of improving health code inspection services in the transportation field, optimizing services such as taxi-hailing for the elderly, and improving the quality of manual services at passenger terminals.

  In response to the problem that the elderly use bicycle sharing apps "cannot figure out", Xu Baoli said that the survey found that in fact, the registration rate of elderly people over 60 years of age and the proportion of weekly active users are very low, reflecting the use of shared bicycles by the elderly. The demand is not strong.

  Taking into account the relatively weak mobility and response capabilities of the elderly, shared bicycles pose a greater safety risk, and more consideration should be given to guiding the elderly to choose public transportation or taxis.

However, for the elderly who use shared bicycles in real need, they will not avoid the problem, but will improve related services in a targeted manner.

  This is not the first time that 24 departments have promoted this work.

On December 4, 24 departments including the National Development and Reform Commission held a national teleconference to make arrangements to effectively solve the difficulties of the elderly in using smart technology.

The meeting proposed to act quickly to focus on 7 types of high-frequency matters and service scenarios involving travel, medical treatment, consumption, entertainment, and service in the daily life of the elderly, and implement the 20 specific measures specified in the Implementation Plan one by one.

The previous traditional service methods have been cancelled and replaced, and places and service areas that have caused inconvenience to the elderly must be rectified immediately.
