Horqin Youyizhong Banner is abbreviated as Keyouzhong Banner, which is the southernmost banner of Xing'an League in Inner Mongolia Autonomous Region.

The banner has a total population of 260,000, of which the Mongolian population accounts for 86.8% of the total population. It is the ethnic minority settlement banner with the highest proportion of Mongolian population in the Inner Mongolia Autonomous Region.

In 1988, Keyouzhong Banner was listed as a national key banner for poverty alleviation and development.

In 2011, it was listed as a concentrated contiguous destitute area at the southern foot of the Greater Khingan Mountains.

Today, Keyouzhong Banner is supported by the Central Propaganda Department, 27 autonomous regional bureau-level units, and 22 league-directed departments. The development concept of "eating ecological meals, making cattle articles, and reading cultural travels" has been determined.

As of July 2020, there are 6,822 households and 17,141 people living in poverty in the local filing system (excluding stable poverty alleviation households). A total of 6,735 households and 16,918 people have been lifted out of poverty. 87 households and 223 people have not been lifted out of poverty. The rate has dropped to 0.13%.

In April 2019, Keyouzhong Banner successfully removed the “poverty” label after accepting the evaluation and publicity of the poverty alleviation in poverty-stricken counties.
