　　After investigation, the direct cause of the "3·30" forest fire in Xichang City, Liangshan Prefecture was the direct cause of the fire: the reserved drainage line of No. 1 conductor (approximately 1.9 meters in length) erected by the 110 kV Madao substation 10 kV radio line 85-1 pole. , Under the action of specific wind direction and wind force, it overlaps with the pole cross arm support frame, forming a permanent grounding discharge fault (duration 16 minutes and 3 seconds), causing the aluminum metal of the wire body to melt and the insulating material to ignite and burn during the scattering process. The weeds and shrubs on the ground at the base of the middle ignition pole were spread by wind.

After reviewing and investigating by the Sichuan Provincial Commission for Discipline Inspection and submitting it to the Sichuan Provincial Party Committee for approval, it was decided to instruct 12 units including the Liangshan Prefectural Party Committee and State Government, Xichang Municipal Party Committee and Municipal Government to conduct in-depth inspections and make serious rectifications; Party members, leading cadres and public officials shall be held accountable in accordance with regulations and disciplines.
