In this accident, 6 people were filed criminal cases for suspected traffic accidents or major liability accidents, and 33 related people were held administratively accountable due to insufficient administrative performance and management loopholes.
According to reports, at 4 o'clock on October 21, 2020, when Li Mouqiang drove the Ji FG9911 heavy dump truck along Provincial Highway 331 to 56 kilometers, he was in the same direction as the front and Liu Mouming drove Ji J0J3V9 after a collision. He also collided with the Ji F6WR38 passenger car driven by Geng Mouyuan, who was queuing due to road construction, and Wang Mou driving the Ji FM6580 Ji AML07 heavy dump semi-trailer, causing a total of 6 passengers and the driver of Ji F6WR38. 7 people died.
The Traffic Management Bureau of the Public Security Department of Hebei Province and the Traffic Police Detachment of the Public Security Bureau of Baoding City conducted in-depth investigations. Serious overloading of vehicles, illegal mining and loading of source goods, and vehicle support leading the road were the underlying reasons for the accident.
The report stated that the driver Li Mouqiang was criminally detained by the Gaoyang County Public Security Bureau on October 21 on suspicion of a traffic accident. On November 3, he was arrested with the approval of the Gaoyang People’s Procuratorate.
The driver Wang was detained by the Gaoyang County Public Security Bureau on October 24 because of traffic violations such as serious overloading and illegal modification of the vehicle he was driving. Sun Moutong, the co-investor of the vehicle, was criminally detained by Gaoyang County Public Security Bureau on November 5 on suspicion of a major accident.
In the accident, three people, Ji Mousheng, Sun Mouhao and Che Mou, helped the driver avoid overloading treatment for profit on the night of the accident and have been administratively detained and fined.
At the same time, according to the investigation, the driver Li Mouqiang drove a total of 39.35 tons of rubble, which was overloaded by 246%. It was purchased from an illegal mining site in Xinjian Village, Anyang Township, Shunping County, and was loaded illegally.
Currently, Liu Mouguo, the contractor of illegal mining, is under criminal detention on suspicion of illegal mining.
Gao Mohui, the person in charge of the illegal mining site, has been chased online on suspicion of illegal mining.
The driver Wang drove 114.55 tons of rubble illegally loaded in the vehicle, which was overloaded by 396%. It was purchased from Baoding Jinling Tourism Development Co., Ltd. and loaded illegally in its subordinate project department.
The person in charge of the project investor, Zhao Moukang, was detained by the Gaoyang County Public Security Bureau on suspicion of a major accident.
The Traffic Management Bureau of the Public Security Department of Hebei Province stated that the provincial public security traffic management department will work with the transportation department to establish and improve working mechanisms such as fixed-point joint law enforcement, mobile joint law enforcement, and freight source joint law enforcement. If an accident occurs due to overloading, causing casualties, or causing heavy losses to public and private property such as the collapse of highways and bridges, which constitute a crime, the criminal responsibility shall be resolutely pursued in accordance with the law.
