  • Mayors of the Côte d'Azur are launching a joint appeal against “governmental arbitrariness” on the application of the SRU law which sets the objectives for the construction of social housing in the municipalities.

  • The cities of Cannes and Mandelieu-La Napoule will have to pay fines for a "deficiency" in this area and defend themselves, considering that they are limited by the risk of flooding.

"I am disgusted and even revolted".

The words are strong.

They are signed Sébastien Leroy.

The LR mayor of Mandelieu-La Napoule was in Cannes town hall Thursday to make a joint platform with other elected officials, like him, standing against the state.

The reason for their anger?

"Government arbitrariness" which has precipitated their municipalities in "lack" of social housing, while the risk of flooding limits the possibilities of construction, according to the Cannes elected official David Lisnard.

"Against the advice of the prefect"

A deficiency under the so-called SRU law which is accompanied by fines when the production of apartments is insufficient.

In this case, Mandelieu will have to pay 1.5 million euros per year for three years and its neighbor 1.2 million.

“And this, even though Cannes has the highest rate of social housing on the Riviera coast, more than 17% [the SRU law sets the target at 25%, Mandelieu is at 8.4%].

And knowing that the local representatives of the State had planned not to deprive our municipalities ”, continues the elected.

"According to their conclusions, the prefect and the sub-prefect recommended it, given the major impact of the bad weather of 2015 and 2019 in particular, and the imperative need to protect the populations," says Sébastien Leroy.

The Minister of Housing "gave an instruction of firmness"

The decision to the contrary would have finally been taken, according to the elected officials, including those of Villeneuve-Loubet and Cannet, also present Wednesday, "at the highest summit of the State in a punitive and political manner".

Housing Minister Emmanuelle Wargon is targeted.

Especially since it "stigmatized" Cannes, yet considered a "good student" on RTL Monday, annoys David Lisnard.

, Emmanuelle Wargon's entourage argues that the ministry "has no reason to interfere in the decisions of the" SRU commission ", which analyzes the objectives set between the municipalities and the prefectures".

The minister had on the other hand "given an instruction of firmness when she took office in July", it is recalled.

The decisions of the commission are irrevocable.

Cannes and Mandelieu are already announcing that they will attack them before the administrative tribunal.
