  Feng is a staff member of a technology company in Taicang. When he was a child, he raised a few budgerigar parrots at home.

One day, her 8-year-old daughter saw a video of a parrot learning tongue from the Internet, and she wanted to raise one.

After thinking about it, Feng decided to meet his daughter's request, thinking about buying an identical parrot from the Internet.

  In June 2019, Feng saw an advertisement for the sale of parrots on the Internet, and he recognized at a glance that it was the African grey parrot that his daughter liked.

However, after searching for relevant information, Feng found that this species of parrot is a national protected animal, and he suddenly retreated in his heart.

  "It's okay if you only keep pets and not sell them to the outside world. Many people in China are keeping them." The seller Zhao's words dispelled Feng's doubts.

After the two parties negotiated, Feng bought an African Grey Parrot at a price of 6000 yuan, and at the same time paid 700 yuan for bird food.

In order to avoid inspection, Zhao put the parrot in a cardboard box, disguised as luggage, and sent it from Beijing to Taicang by means of passenger car consignment, and then Feng took it home and raised it.

  After a brief period of freshness, Feng gradually felt trouble-because parrots are usually noisy, neighbors often come to complain to disturb the people, and African gray parrots are much larger than ordinary parrots, and their coat color and vocal characteristics are obvious. It is easy to doubt.

In order to avoid trouble, Feng specifically consulted a friend at the Agricultural Technology Station to see if he could apply for a national key protected animal domestication and breeding license, but he was told that he was not qualified to handle it.

Just as Feng was distressed about how to deal with this "hot potato", he waited for the police to come and arrest him.

  It turned out that in May 2020, a person in Yancheng who stole an African grey parrot like Feng had lost the parrot and posted a bird hunting message in the WeChat group.

After the local public security agency captured this person, it was found that his family was Zhao who sold birds to Feng.

After Zhao arrived at the case, he confessed the fact that he had illegally sold the African Grey Parrot to Feng, and Feng was led to the crime.

  During the interrogation, Feng felt a little relief while regretting: "In fact, I was planning to release the parrot before I was arrested, but in time of the new crown pneumonia epidemic, I was worried that the parrot would be infected and die if it was released. Then my sin would be even greater. !" In this way, he suffered every day in a dilemma.

After the incident, the parrot was handed over to the Suzhou Terrestrial Wildlife Rescue Center, and Feng's stone finally fell to the ground.

  On May 31, the public security organ transferred Feng to the Taicang City Procuratorate for review and prosecution for suspected of illegally purchasing, transporting, and selling precious, endangered wild animals, precious and endangered wild animal products.

  On June 19, the Taicang City Procuratorate held a public hearing on the case. The procuratorial organs, public security organs, parties to the case, defenders, representatives of the Bureau of Natural Resources and Planning, and people’s supervisors expressed their opinions on the specifics of the case and its handling.

  After comprehensively considering the opinions of all parties, the Taicang City Procuratorate believes that the suspect Feng was involved in the crime of illegally purchasing rare and endangered wild animals. The facts of the crime are clear and the evidence is indeed sufficient. Given that Feng's illegal purchase of the African Grey Parrot was for his own purpose, subjective It is malignant and socially harmful. It did not cause damage to the African Grey Parrot during the breeding process. The crime was minor, and he truthfully confessed the facts of the crime after he arrived at the case.

In the end, the court made a relative decision not to prosecute the suspect Feng.

On July 16, the Natural Resources and Planning Bureau of Taicang City issued an "Administrative Penalty Decision" to Feng on the recommendation of the procuratorial organ and imposed a fine of 40,000 yuan.

On the same day, Feng paid the fine.
