At the meeting, Zhao Chenxin, Secretary-General of the National Development and Reform Commission, stated that the task of relocation for poverty alleviation during the 13th Five-Year Plan has been fully completed, effectively solving the problem of poverty alleviation and development for nearly 10 million poor people in areas where the "one side is not well fed by the soil".

  During the "Thirteenth Five-Year Plan" period, a total of about 600 billion yuan has been invested in various types of funds across the country, and about 35,000 centralized resettlement areas have been built.

The per capita net income of poverty-stricken households nationwide for poverty alleviation, relocation, file registration and registration increased from 4,221 yuan in 2016 to 9,313 yuan in 2019 (2019), an average annual increase of 30.2%.

By the end of 2019 (2019), there were already 9.2 million poor relocated people who had been lifted out of poverty. This year (2020) of the remaining 400,000 poor relocated people, all localities have completed the relevant exit work and are undergoing the evaluation of the effectiveness of poverty alleviation.

  In November 19 (2019), our committee specially arranged an investment of 3.529 billion yuan within the central budget to support large resettlement areas in provinces such as Guizhou, Yunnan, Guangxi, etc., to make up for the shortcomings of supporting education, medical and other facilities.

Since this year (2020), the Ministry of Finance has allocated 26.4 billion yuan in general debts of local governments to support the construction of supporting facilities in large resettlement areas.

We supervised relevant provinces to formulate and implement special follow-up support plans for super-large resettlement areas with more than 700,000 people, and coordinated and integrated various policy resources to provide assistance.

The package solves the follow-up development issues such as industrial employment, community management, and social integration.

Through these specific methods, every resettlement area and every relocated person can get timely and effective assistance.

  Tax relief, loan support, and capital subsidies will be granted to enterprises that absorb poor labor from the relocation of labor and those who start their own businesses.

To carry out labor preparatory training, targeted job placement training, special training for urgently needed occupations, and work-for-work training for the relocated people, to help the relocated people adapt to urban work and life as soon as possible, and to ensure that the people's ability is improved.

Implemented special relocation and employment assistance actions, mobilized human resources and social security departments at all levels to accurately place jobs in resettlement areas, focus on special services, and prioritize "point-to-point" return to work.

At the same time, the targeted assistance of "one district, one policy" is implemented for large resettlement areas, focusing on solving problems, and ensuring the people's sense of employment and happiness.
