Title: "The last 100 meters," traffic jam more blocked heart - hospital "parking is difficult," aggravated "difficult" phenomenon Survey

Xinhua News Agency reporters Wei Biao and Liu Xiangxiao

In recent years, with the continuous increase in the number of motor vehicles, the problem of parking difficulties has become increasingly prominent, especially in hospitals in central cities, parking is even more difficult.

From the entrance of the hospital to the outpatient, emergency, and inpatient wards, the seemingly short "last 100 meters", but because of the small detail of parking, it has caused a lot of trouble for patients to seek medical treatment.

Difficult to enter the hospital

Last winter, Mr. Wang, a citizen of Taiyuan, Shanxi, took his father to a Grade-A hospital on Shuangta East Street and experienced parking difficulties.

"My father was in his 70s. He had a high fever at the time. After taking the antipyretics, his temperature was still 39 degrees Celsius. I was afraid that he would catch a cold, so I drove him to the hospital. As a result, the car was blocked at the entrance of the hospital. Minutes." Mr. Wang said, usually only 10 minutes walk on this section of the road.

Mr. Wang's experience is not alone.

The reporter noticed that in some large hospitals in central urban areas, parking difficulties are frequently staged.

On the message boards of some local governments, many residents also reported the difficulty of parking in hospitals.

In the past few days, the reporter took advantage of the morning hours to visit 4 hospitals in the old city of Taiyuan, and found that every hospital was without exception-there were long queues at the door.

In particular, the Shanxi Maternity and Child Health Hospital and the Second Hospital of Shanxi Medical University, which are on the same Wuyi Road, stand side by side in a vertical angle, with a straight line distance of only 50 meters, and it is always difficult for patients to park in the hospital.

At 8 o'clock in the morning, the vehicles at the entrance of the Second Hospital of Shanxi Medical University were already out of sight. A security guard on duty said that the hospital had 600 parking spaces and 99 three-dimensional parking spaces, and it was "full load" before 8 o'clock.

The owner Liu Jun took the child to the Shanxi Provincial Maternity and Child Health Hospital, but the hospital couldn’t stop the car, and the parking space on the roadside was full. He had to drive around the hospital for more than three and a half hours and still couldn’t find it. Parking space, "Parking is harder than seeing a doctor!"

Li Taisheng, who works as a security guard in a tertiary hospital in Taiyuan, told reporters that he personally saw a patient with myocardial infarction blocked in traffic and unable to enter the hospital door. The situation was very critical. “Fortunately, there were traffic policemen who helped to clear the patient in time. Send to the hospital for emergency".

“Due to location constraints, most of the central hospitals across the country are facing parking problems.” said Kang Zequan, vice president of the Static Industry Branch of the China Transportation Association. In the past, the parking facilities for urban central hospitals were up to standard, but the automobile industry is developing too fast. The parking spaces of these central city hospitals are far from meeting the needs of doctors and patients.

Difficult parking in hospitals spawned a series of problems

The reporter visited and found that the old hospitals of some hospitals are often located in the city center, with small places and few parking spaces. The objective conditions have caused parking difficulties and many new problems have also arisen.

Near a hospital in Xinmin North Street, Taiyuan City, the reporter ran into three "scalpers" within a 50-meter walk. “They can park, and a parking space is 30 yuan.” The reporter followed one of them to a nearby residential area and found that the original was not big. There is only one parking space left in the community.

Due to the chaotic traffic, some residents in the community have complained about this.

A resident said: "Once there is a fire or emergency, fire trucks or emergency vehicles will not get in at all."

In some other cities, “scalpers” near hospitals lead to high-priced parking.

According to the staff of a tertiary hospital in Tianjin, those who do this kind of business are generally older residents near the hospital and are familiar with the surrounding environment of the hospital.

The reporter learned that taking Taiyuan City as an example, the hospital in the old city occupies more than 100 acres and 200 acres, and the smallest is only 30 acres. Because parking spaces on the ground are limited and there are no underground parking spaces, parking is practically difficult.

Due to the shortage of parking spaces, parking for many hospital employees has become a problem.

There are only more than 50 parking spaces in a municipal hospital in Baling South Street, Taiyuan. In order to "give way" to patients, the hospital uniformly arranged for employees to park in the underground garage of a nearby office building.

A doctor in the hospital told reporters that it takes about 10 minutes to stop and walk to the hospital. When time is tight, you have to jog all the way.

A staff member of the Second Hospital of Shanxi Medical University said that the hospital also has a "patient parking priority" rule, and its employees are not allowed to park in the hospital.

He also introduced that in the past there was an alley behind the hospital where you could park at will. Some cars were parked for a whole day, but now they are billed by meters. The situation of cars parked and stopped has improved. "But it can only ease Part of the parking pressure".

In recent years, several large hospitals in the old city of Taiyuan have built branches. The new hospitals have fully considered the parking space problem, and parking is no longer difficult.

However, due to the remote location of the new hospitals, new medical problems have arisen.

For example, in the new district of a tertiary hospital in Shanxi, it takes two to three buses from the city to pass more than 40 stops, which takes about two and a half hours.

The new site of another Grade-A tertiary hospital spans the two cities and is more than 30 kilometers away from downtown Taiyuan.

Because it is not clear about the division of departments in the old hospital and the new hospital, some out-of-town patients sometimes get into the wrong hospital.

In addition, Geng Yeqiang, a professor at the School of Economics and Management of Shanxi University, believes that for hospitals with a high concentration of people, the capacity of the parking lot only accounts for 20% to 30% of the total number of vehicles entering and leaving the hospital. As there are not enough parking spaces, a large number of medical vehicles are around the hospital. The gathering of roads has caused great traffic hazards.

In addition, the entry and exit of motor vehicles and disorderly parking in the hospital will generate a lot of noise and dust pollution, breaking the peaceful and harmonious atmosphere that the hospital should have.

All parties must "move" to solve the difficulty of hospital parking

Interviewees said that to solve the problem of hospital parking difficulties, not only hospitals must be "moved", local governments must also take action, introduce big data, and achieve refined parking management through the cooperation of traffic management, urban management and other departments.

Geng Yeqiang called for further publicity and guidance to open more parking spaces in residential areas around the hospital to the society.

At the same time, expand the surrounding space and convert some auxiliary facilities around the hospital into parking lots. For example, it can coordinate the living quarters around the hospital to build a parking lot, which is used by the hospital during the day and the residents of the community at night, and parking at the wrong time to meet their needs.

At the same time, for newly-built hospitals, more efforts should be made in public transportation construction and publicity and guidance to prevent patients from going to the hospital.

At present, in some places, relevant departments have begun to try to use smart government affairs and big data cloud services to solve practical problems.

For example, Shanghai has created a "municipal public parking information platform", with 890,000 parking spaces already connected, and information on street roads and parking spaces around the top three hospitals is the focus.

Kang Zequan believes that these methods are worth learning.

"There are other places where citizens can get parking guidance in time through information means, text messages and QR codes, which are all good attempts."

Yan Xinming, director of the emergency room of Shanxi Bethune Hospital, suggested that "multiple measures" can solve the problem of parking difficulties in the hospital.

“For example, guiding patients with mild illnesses to take public transportation as much as possible. At the same time, hospitals should build the passageway in the hospital. Some hospitals adopt a single-cycle method to manage parked vehicles. One entrance and one exit can also alleviate the congestion of entry and exit, which makes parking difficult. The problem. The traffic police at the entrance of the hospital need to properly maintain order, and underground and three-dimensional garages can be built in and near the hospital."
