The smuggling of red oil seized by Huangpu Customs

China News Service, Guangzhou, November 23 (Reporter Tang Guijiang) The reporter learned from Huangpu Customs on the 23rd that under the command of the Anti-smuggling Bureau of the General Administration and the coordination of the Anti-smuggling Bureau of the Guangdong Branch, with the assistance of the Dongguan Public Security Bureau and the anti-smuggling bureaus of Guangzhou and Shenzhen Customs With the cooperation, the customs has recently launched the "HP2020-12" special operation against the smuggling of refined oil in non-customs areas, and eliminated a criminal gang that smuggled refined oil in non-customs areas. Ship, destroy 7 marked oil decolorization spots.

After digging and expanding the lines of the previously investigated cases, the task force discovered the smuggling of marked oil from fishing boats in a video surveillance area in Machong, Dongguan after careful analysis.

After analyzing the law of the activities of the gang members involved, the criminal facts that Mo, an important member of the gang, and a group of smugglers were directed to engage in smuggling activities at a non-customs port terminal were identified.

During the investigation and handling of the case, the police found that the smuggling gang was very familiar with the situation of the river in the Dongguan waters and had a strong anti-investigation awareness. The gang members went out at night and day, and their whereabouts were uncertain. They used various methods to hide smuggled ships and avoid inspection. Setting up a variety of contact methods and changing them regularly brings great difficulties to the investigation.

The police of the task force rely on rich maritime anti-smuggling work experience, with the support of local public security organs, starting from scattered and messy information, and screening the gang members one by one, and gradually mastering the trajectory of the smuggling gang’s activities, work and rest time and other important information .

After more than three months of preliminary investigations, the membership structure of the criminal gang and the facts of the crime have gradually surfaced. The various links and chains of smuggling have gradually become clear, and the time for unified network collection is ripe.

On the day of the unified network collection operation, the members of the smuggling gang changed the time and route of the activity several times, and repeatedly made probing actions in an attempt to evade investigation by the water anti-smuggling agency.

The anti-smuggling department has accurately grasped the activities intentions of the smuggling gangs by virtue of solid preliminary operations.

In the middle of the night of November 3, following an order from the Anti-Smuggling Bureau of Huangpu Customs, a total of 188 police officers and 4 boats were dispatched, divided into 16 arrest teams and 15 investigation teams in Dongguan, Guangzhou, Huizhou and other places. A centralized network collection operation was carried out and a total of 16 suspects were arrested, 177.97 tons of suspected smuggled refined oil and 4 smuggled ships were seized on the spot, 7 marked oil decoloring points were destroyed, and 1 mobile decolorizing vehicle was seized, with a total case value of 150 million. Yuan, 25 accounts involved in the case were frozen, and a large number of related evidence such as account books and mobile phones were seized.

After investigation, the members of the smuggling gang used the "ant moving" method to transfer marked oil from Hong Kong and Macau mobile fishing boats, and provided one-stop services of decolorization, transportation and sales.

It uses the dense natural conditions of Dongguan's water network to control river sections, arrange and watch the water, and use camouflaged tank trucks to load decolorized smuggled red oil to sell to customers and make huge profits, forming a smuggling chain of purchase, transportation and sales.

The decolorized "red oil" is mostly sold to nearby factories, construction sites, etc. The customer base is relatively fixed, and sometimes to reduce the risk of road inspections, it is also shipped outside the province for sale.

The "marked oil" illegal decolorization processing sites destroyed in this case are located in concealed locations. Underground oil depots are mostly built in residential or remote locations to store smuggled "marked oil" in a centralized manner. The facilities are simple, there is no formal fire fighting equipment, and a lot of unsafe facilities are used. Materials are used as bunkers to avoid detection, which poses great fire safety hazards.

Currently, the case is under further investigation.
