Wang Lexin (pseudonym) is a junior student of UAV Application Technology in Jiangxi University of Applied Sciences.

In his freshman and sophomore years, he signed up for the NIT (National Computer Application Level Examination) and Human Resource Manager Skill Certificate exam training at the school, and paid the school an "examination fee" of 1,100 yuan.

In the impression of this student, the general registration fee for a skill certificate at the school is between 500 yuan and 600 yuan, which includes training and examination fees, and the registration fee for some skill certificates exceeds 1,000 yuan.

If you register through official channels, the registration fee only costs between tens of yuan and one or two hundred yuan.

Although these two certificates have nothing to do with majors, Wang Lexin chose to apply for the exam at school.

The reason for this, Wang Lexin said, is because of the school's "three certificates for one certificate" (one grade certificate, two skill certificates for one graduation certificate-reporter's note).

Wang Lexin and most of his classmates applied for the exam at the school because it was related to the graduation certificate and worried that he would not admit that he had applied for the exam online alone.

Recently, a number of students from Jiangxi Institute of Applied Science and Technology reported to China Youth Daily and China Youth Daily that the school links the examination certificate to the graduation certificate. It is necessary to pay not only the standard examination fee, but also the high training fee, and only Can choose to apply for the exam in the catalog designated by the school.

There are also students who have spoken out and defended their rights through multiple online channels on issues such as school charges and mandatory internship.

A reporter from China Youth Daily and China Youth Daily launched an investigation.

"If you don't report to the training class organized by the school, your own certificate will not count."

The official website of Jiangxi Institute of Applied Science and Technology shows that the school has more than 15,000 students. It is a full-time applied undergraduate university approved by the Ministry of Education and independently issued with national higher education qualifications. It was founded in 1984.

The school is market-oriented, and has established multiple on-campus training centers and off-campus practice training bases for artificial intelligence, communications, and software development. It has opened more than 70 undergraduate majors, and more than 80% of the majors in school-enterprise cooperation. Vocational training projects are nearly 100 items.

Since entering the freshman year, the school has informed Wu Xue (pseudonym) that he needs to exchange two certificates for one certificate (two skill certificates for one graduation certificate-reporter's note).

Since it was two certificates for one certificate, Wu Xue asked the counselor: If you don't apply to the training class organized by the school, will your own certificate count?

The other party replied to her: It doesn't count.

Before taking the test for MOS (Microsoft Office Software International Certification), Wu Xue went to the test room after only one of the school's training courses.

Afterwards, she received an e-mail informing her that she had "passed" the test, but so far she has not received any paper or electronic certificates.

In Wang Lexin's view, some of the so-called training fees and tutoring fees are "because these certificates have set up test centers in schools, and the test will be released."

When taking the NIT test, Wang Lexin took the test after receiving 5 days of training at the school.

According to him, on the last day before the exam, the school issued the answer and he successfully got the certificate.

He took the exam after only one day of training when he took the human resource management certificate.

Wang Lexin failed this exam, but the school still charged RMB 550 per person.

Before the internship this year, the counselor suggested to Wang Lexin and his classmates: "Since you have studied drones, you should apply for the drone pilot certificate (AOPA over-the-horizon pilot) or drone pilot certificate (AOPA visual range). Inner driver) two grade certificates.” The counselor also told him that applying for these two certificates can be used to deduct 6 months of internship, and the registration fee for one certificate exceeds 10,000 yuan.

The school’s teacher Chen Long (pseudonym) told reporters that the school charges a lot of twists and turns, and many students don’t understand the inside story. For example, for the Putonghua test, the state charges 25 yuan for the registration fee, and the school charges 150 yuan—the school will not It is said that it is the examination fee, but "including training fee."

According to Chen Long, the 150 yuan fee is determined by the school’s vocational training center, which is responsible for organizing textual research and training, but the training courses have to be organized by each branch of the school. The school finance actually allocates training expenses to each branch, which is very small.

“If you can’t find compliant and professional teachers, you can only reduce the number of teachers or train overtime by your own college teachers. More than 100 students crowded together to attend big classes. What the students experience is-I will give the school 150 yuan for the exam and Training costs', but the training courses are unprofessional and perfunctory." Chen Long said.

The reporter obtained a fee schedule for the school's internal 2020 training certificate (higher vocational, undergraduate).

The table shows that the school registration fee for certificate subjects such as electronic forms, image processing, and web page creation is 550 yuan, and the registration and tutoring costs are only 135 yuan. Excluding the equal share of partner schools, each candidate’s profit is 202 yuan.

Some higher-charge certificate subjects such as "junior accountant" and "second-level construction engineer" can make a profit of 600 yuan or more.

"Or participate in a designated internship, or participate in a short-term training program at an additional fee on campus"

Song Huan (pseudonym), an accounting major, did not expect that in September of this year, his graduation internship was actually assigned to the guest room department of a hot spring hotel, where he would clean 50 or 60 guest rooms a day. The work also included cleaning the toilet and flushing the toilet.

Previously, the school gave her and her classmates two internship options-factory or hotel. The internship period in the factory was 4 months and the internship period in the hotel was 6 months. Choose one of the two.

Because she couldn't choose the internship unit by herself, and couldn't pay the fees of various "training classes", she finally chose a hotel.

A few days later, Song Huan chose to "escape".

Xiao Ping (pseudonym), who also went to the hotel for an internship, claimed to be one of the lucky ones.

He was assigned to work in a service center, and most of the same group of students who were internships in the hotel were assigned to the housekeeping department or the catering department as cleaners and waiters.

A computer major, he also couldn't figure out: "Why is the content of my internship how to be a waiter?"

The reporter's investigation found that many students in the junior college graduating class of this school were assigned to mandatory internships in designated companies, and many of them had internship companies (internship positions) that did not match their majors.

Some students interviewed told reporters that graduation internships not only have to bear the pressure of overtime and two shifts, but also face the risk of wage deductions and difficulty in obtaining graduation certificates.

Some students pay less than 2,000 yuan a month, and the internship is less than half a year. The school will not issue a diploma on the grounds that the social practice score is insufficient.

The forcible signing of the contract originally stipulated five days off and two days off, but also became overtime every day.

Chen Long pointed out that the school's mandatory internship for students is largely because they can earn "labor fees" from enterprises.

Students who do not participate in the designated internship must have "justified reasons", that is, to sign up for various additional short-term training programs in the (college) junior/(undergraduate) senior phase of the school.

The cost is as low as 10,000 yuan, and as high as 16,000 yuan.

Very few students are exempted from internship due to postgraduate entrance examinations or other reasons.

"In order to allow students to participate in the short-term training program, the school generally adopts a combination of hard and soft methods: firstly hold admissions promotion meetings in different classes, let various short-term training cooperative companies come to the school to promote, and then focus on tackling key problems for students who neither sign up nor want to go to internships. The most important method is to use the diploma to scare." Chen Long said.

Wang Lexin also confirmed this statement to reporters. Some of his classmates who wanted to choose an internship company on their own, all because of the school's various procedures and fear of not being able to graduate, they finally gave up.

Internships can be deducted for participating in various “school-enterprise cooperation” training courses or postgraduate entrance examinations, certification examinations, undergraduate training and short-term training, but these require a large amount of money to the school.

"No matter how good the training program is, how can it be possible for students in both grades to participate voluntarily?"

At the end of June this year, the counselor of Lu Shenlin, a junior student of Jiangxi Institute of Applied Science and Technology, issued a SYB+GYB (Starting Enterprise Training and Entrepreneurship Training-Journalist's Note) training project notice in the class: for better service Employment and entrepreneurship work for 2021 undergraduate college graduates (the school will) launch innovation and entrepreneurship training from July 11th to 20th. A class of 30 people will be taught by professional lecturers certified and registered by the Human Resources and Social Security Department.

After completing the training and passing the examination, the trainees will be issued the "University Graduate Entrepreneurship Training Qualification Certificate" uniformly printed by the Department of Human Resources and Social Security of Jiangxi Province. An interest-free business loan of RMB 10,000 for 3 years.

On July 8th, the class issued a supplementary notice, emphasizing that the training is completely free, and students who have obtained the certificate of entrepreneurship training can apply to the government for an interest-free or discounted entrepreneurial loan of 100,000 to 500,000 yuan when starting a business.

The supplementary notice also mentioned that, respecting the wishes of the students, students who cannot participate in the training this time can complete the training at a selected time before graduation and complete the credits.

Since it is a voluntary principle and the summer vacation is approaching, Lu Shenlin and most of the classmates decided to go home for the summer vacation after taking the final exam on July 10.

But the counselor added another sentence in the group, and the students who did not participate this time will come back to take up the credits later.

Because it was about credits, he and his classmates had to sign up.

During the training period, the school asked them to sign a voluntary registration undertaking.

"It is obviously about voluntary registration, why is it linked to credits? Since it is compulsory credits, why should I sign a voluntary training commitment? This is obviously mandatory training." Lu Shenlin said.

On July 16, Lu Shenlin and his classmates both signed the "Agreement on Applying for Vocational Training Subsidy".

The reporter saw on a student’s “Individual Application for Vocational Training Subsidy Form” that the training date is from July 10 to July 16 this year, and the training duration is 7 days and 80 hours. The main body of the training is “Nanchang Cheng Yuan Vocational Training School".

The amount of vocational training subsidy applied for is 1,300 yuan per person, which is collected by the training subject.

"Why is the vocational training subsidy applied by the individual student, but received by the training institution?" Lu Shenlin and his classmates asked the person in charge of the training institution, and the other party replied that the school site, electricity, teachers and teaching materials all need to spend money, the state has The policy is documented, and the money is only for training institutions.

Chen Long revealed that Jiangxi Institute of Applied Science and Technology is not a designated institution for entrepreneurship training (practice training), nor does it have the qualifications to carry out relevant training. Therefore, the school will entrust external training institutions with relevant training qualifications to undertake entrepreneurial training projects for students of the school.

Chen Long remembers that in July of this year, after the final exam, the school forced more than 3,000 people in two grades (undergraduate level 17 and junior college level 18) to stay for training.

"No matter how good the project, how could it be possible that most of the students in the two grades would participate voluntarily?"

Chen Long suspects that there is a mess between the school and the training institution, and the two sides "divided up" the training subsidies allocated from above.

A staff member of a training institution who participated in the SYB+GYB entrepreneurship training program said that if the training program wants to “make money”, it must have a “relationship”. In addition to the qualifications of the training school, it must have the qualifications for entrepreneurship, otherwise there is no way. Take indicators.

In addition, the project has to be divided with the school. This staff member said that the price of different schools is different.

"The advantage is not obvious. What is the significance of the extra 5,000 yuan tuition paid annually by the'school-enterprise class'?"

As an undergraduate student majoring in robotics in the School of Intelligent Manufacturing Engineering of Jiangxi University of Applied Sciences, Li Jian filled in the school-enterprise order class of the major when he enrolled in 2019. After enrolling, he found that although he paid 5,000 yuan more tuition than ordinary classmates, But there is no difference in the courses of the two. Many times the students of the two classes are in class together.

In September of this year, the school suddenly cancelled the school-enterprise cooperation class for this major. Li Jian and his classmates in the school-enterprise class were all transferred to ordinary classes. The school promised to refund the 5,000 yuan tuition fee, which has not yet arrived.

During the interview, many students at school complained to reporters about the "school-enterprise order class" known as "employment solving": annual tuition fees ranging from 5,000 to 7,000 yuan more than ordinary classes, course water, high fees, some majors 3 Neither year nor four years have seen the necessary enterprise equipment and training courses, neither the capital equipment nor the teaching staff have been able to implement.

Wang Lexin once consulted the company's information on the UAV school-enterprise order class and found that the company is essentially a UAV certification training institution, and its core courses are for UAV certification from the Civil Aviation Administration.

Lu Shenlin still remembers that when he enrolled, a teacher from the college said: Every year, he paid an extra 5,000 yuan to apply for a school-enterprise class. There were lecturers from the company to teach, and he could also practice internships and provide employment.

Later, the classmates told Lu Shenlin School that there were too few people enrolling in ordinary classes. You could not open classes, so you could only apply to school and enterprise classes.

Nearly half of the students in the class who wanted to go to the ordinary class came to the school-enterprise class.

What disappointed Lu Shenlin was that the school-enterprise class that guaranteed employment was not fully fulfilled when the school enrolled students. “A lot of seniors and sisters went to the electronics factory for their graduation internships, and they were looking for jobs after graduation.”

A student in the mold design and manufacturing school-enterprise order class told reporters that after the school-enterprise cooperation contract has been terminated, they still need to pay a school-enterprise cooperation fee of 5,000 yuan in the third academic year. It doesn't correspond to the major I have studied.

What Wang Lexin does not understand is: since some school-enterprise order classes and ordinary classes do not have any advantages in employment, internships, etc., what is the significance of the extra 5,000 yuan tuition paid each year in the past three years?

Chen Long discovered that during the admission season of each year, it is not the technical personnel of the enterprise but the marketing personnel who carry out the school-enterprise order class enrollment promotion.

He said that during the enrollment promotion, marketers dare to say anything, such as counterpart internships, counterpart employment, starting salary for graduation, etc., blindly drawing big pie for students, and in the end very little can actually be realized.

School: There is no mandatory internship for students, and no emphasis on students participating in school training

A reporter from China Youth Daily and China Youth Daily called Wang Yuqi, Vice Chairman of Jiangxi Institute of Applied Science and Technology on November 10.

The reporter dialed the cell phone of He Wenxue, the head of the school’s publicity department. He Wenxue said, “The school does arrange student internships, and the internships are arranged in accordance with the spirit of the above document. We are an application-oriented school. The school has been working hard to achieve 100% matching."

He Wenxue said that the student internship has signed a tripartite agreement. As for the length of work, some internship units may require students to work overtime after the student goes to the internship. "Of course, overtime is paid. Some students are unwilling to work overtime, so this negative effect mood".

He also said that students can also find an internship unit by themselves. Every year, students in the school find an internship unit by themselves, and they can be identified as long as they have an internship certificate.

When the reporter asked whether he could not participate in the internship after applying for the training class in the school, He Wenxue replied that the students who applied for the training class may be students majoring in school-enterprise cooperation.

A reporter from China Youth Daily and China Youth Daily expressed that they would like to conduct further interviews on the arbitrary fees and mandatory internships reported by the students. He Wenxue said that as to whether to accept the interview and how to accept the interview, he should go to work the next morning and report to the school. Only after the leader can give a reply.

On the morning of November 18th, He Wenxue told reporters that he could accept a written interview, and the reporter immediately sent the interview outline.

At noon that day, He Wenxue called and said that the main leaders in the school are not present.

He said that the compulsory examination of students is definitely not true.

"Vocational education itself is to encourage students to participate in more skill training. During the students' study in school, the school does encourage students to go to the examination certificate, but it does not emphasize that they must participate in school training." He Wenxue said that some students who did not participate in school training , Also take the diploma.

He Wenxue also stated that students can choose their own internship unit, and the school does not compulsory student internships. "However, from an overall perspective, the proportion of independent internships in the whole school is definitely very low, but this path is common and students can choose internships on their own. There are still a small number of specialties in the specialties that really can’t be matched.”
