And these are not fumes of a sick mind, but the opinion of some Americans.

Many people on Earth have become uncomfortable.

It is natural that the vacuum of power, adequate strength should be filled.

And such a force is showing itself more and more actively - this is Russia.

A pandemic is not a pandemic, but someone must take responsibility for the fate of the world ...

The day before, the BRICS summit was held under the chairmanship of the President of the Russian Federation.

It was held in a virtual, remote, so far unusual format.

However, the Moscow Declaration agreed on it is not at all virtual and contains not only an assessment of the state of affairs in the world, but also long-term guidelines for cooperation within the framework of the organization on the anti-terrorist and economic fronts.

The latter is really a front: the recession of the world's leading economies due to the pandemic is almost existential. 

A special topic is COVID-19.

Among the BRICS participants, there are two key states in this regard: China, which has demonstrated incredible success in the systemic fight against coronavirus and actually stopped its second wave (while in Europe the state is close to collapse), and Russia, which has managed to be the first in the world (burden Russian man?) to create an effective vaccine against the infection.

It is planned to produce it in China, India and Brazil.

New Development Bank BRICS has set aside $ 10 billion to fight the pandemic. 

But even this is not enough for the broad Russian soul.

Give her influence on world affairs related to traditional military threats.

And BRICS influences - and more and more.

Among the summit's results are key decisions related to strategic stability.

The participating countries stressed the importance of START III and called on Russia and the United States to extend the treaty.

There is no need to persuade Moscow, and Washington, to all appearances, will mature.

Other potential threats include biological and toxin weapons.

It should be controlled on the basis of an appropriate convention, insist in the BRICS. 

The reconciliation in Nagorno-Karabakh, achieved with the personal participation of Vladimir Putin, allowed him to authoritatively declare the need to extinguish conflicts in the world diplomatically, not militarily.

The key ones are specifically listed in the declaration: Syria, Lebanon, Iraq, Yemen, the Persian Gulf, Afghanistan, Libya, Sudanese Darfur, Congo ... A scale worthy of the UN itself.

However, Moscow does not oppose itself to the global regulator.

Rather, it supports him in his role, clearly understanding that the security mechanism created 70 years ago cannot be replaced by anything.

A week earlier, Russia did this in the SCO format.

A different structure, a different configuration, slightly different tasks, but the meaning of the actions of Moscow and its allies is similar: checking the clocks, unifying the understanding of world processes, setting benchmarks, coordinating actions, etc. From the specifics.

The most important was, perhaps, Putin's announcement of the inadmissibility of interference in the internal affairs of sovereign states on the example of the Belarusian case.

Xi Jinping also spoke about this.

The success of the format is evidenced by the fact that another 16 (!) States wanted to join it.

As we can see, during the period of turbulence, Russia did not withdraw into itself, but on the contrary, continues to work on shaping the world agenda.

Moreover, at all levels of government - both executive and legislative.

As a reminder, at the end of October, the VI BRICS Parliamentary Forum was held by State Duma Speaker Vyacheslav Volodin.

After all, Russia is the chairman this year.

“The movement of the world towards multipolarity requires the maximum coordination of interests, which means a parliamentary equal dialogue, since this is how it is possible to ensure that all opinions are taken into account and respect,” the speaker of the State Duma said.

“There is a need to develop a regular mechanism for parliamentary interaction between the BRICS countries, a form of parliamentary cooperation that is convenient for the entire five”.

Indeed, inter-parliamentary contacts have an additional potential for resolving acute issues, since they expand the base of interaction between the participating countries.

An example of such contacts was shown by the State Duma Committee on International Affairs, which held a joint meeting the day before with the Foreign Affairs and EU Commission of the Italian Chamber of Deputies.
