At about 20:30 on February 23, 2020, a roof accident occurred in Zijin Coal Company 6103 Huifeng Shunchong, which caused three deaths and a direct economic loss of 8.897 million yuan.
After the accident, the mine deliberately concealed it.
It was later disclosed by the media that the government of Yuci District, Jinzhong City organized an inspection and verified the accident on March 8.
On March 9, Shanxi Province established a provincial-level accident investigation team to conduct an investigation.
The investigation determined that the accident was a production safety responsibility accident. The direct cause of the accident was that the on-site personnel violated regulations without temporary support, and the roof was instability and falling during the construction process; the indirect causes include poor safety risk management and control of coal mines and site safety In the absence of supervision, the mine leadership led the class to go down the mine system without authorization, organized operations without authorization during the Spring Festival holiday, and did not pay enough attention to the problems found in the inspection by the superior department, and the rectification was not effective.
After the accident, the mine tampered with materials and deliberately concealed the accident; after the Yuci District Government had verified the accident, it lied about the course and cause of the accident.
The investigation report showed that a total of 23 persons responsible for the accident were held accountable.
Among them, due to the suspected crime of failing to report a safety accident and a crime of a major liability accident, the mine director, deputy secretary of the party branch, production and mine director, chief engineer, and safety technical director have been taken criminal compulsory measures by the public security organs.
Another 14 people were suggested to be given party discipline and government sanctions, 3 people were given administrative penalties or other treatments, and 1 person died in the accident and will not be held accountable.
