  • Jean Castex announced this Thursday "the unchanged maintenance of the containment rules at least for the next 15 days", if the drop in figures is confirmed.

  • The Prime Minister indicated that "first relief measures" of the reconfinement could however take place on 1 December.

  • In hospitals, the peak in April was crossed, beyond the 32,000 hospitalizations mark.

Fifteen days of confinement and a first assessment of the measures.

Jean Castex, accompanied by several government ministers, has drawn the outlines of what awaits the French at the end of the year.

20 Minutes

has compiled the Prime Minister's announcements in this article.

For another 15 days, nothing changes.

The Prime Minister announced "the maintenance of the rules of containment at least for the next 15 days", considering that the recent downward trend in the number of positive cases was "fragile" and "to be confirmed".

"It would be irresponsible to lift and even lighten the containment device" for the moment, added the Prime Minister, calling for "caution" while waiting to see if these results are confirmed.

December 1, possible date for a… limited reduction

"First relief measures" of the re-containment could take place on December 1 if the health situation improves, but they would be "strictly limited to businesses that we had to close," Jean Castex said Thursday.

“Their reopening could only be considered on the basis of a reinforced protocol”.

Bars, restaurants and sports halls will not be affected.

End-of-year celebrations in small groups

Jean Castex wishes "to be able to allow a new relief" for the Christmas holidays.

"Our objective is to be able to allow a new reduction during the Christmas holidays", so that the French "can spend the end of the year holidays with their families," he explained at a press conference.

But they will not be able "to behave in the same way as usual".

"It would not be reasonable to hope to be able to organize big parties for several dozen people, especially for Christmas Eve on December 31," he warned.

The certificate still required after December 1

A certificate to travel will always be necessary beyond December 1, even if an improvement in the indicators of the coronavirus epidemic would allow a reduction in confinement.

Support measures for employment and the economy

Prime Minister Jean Castex announced Thursday an “exceptional” extension of unemployment insurance rights for the unemployed at the end of their rights “the time of confinement”, as in the spring.

“For job seekers who are reaching the end of their rights, everything must be done to avoid the risk of falling into precariousness.

This is why I asked the Minister of Labor to propose to the social partners (...) to renew the mechanism for the exceptional extension of unemployment insurance rights for the unemployed who are now at the end of their rights. time of confinement ”, declared the Prime Minister during a press briefing.

Bruno Le Maire, for his part, announced an enhanced tax incentive to reduce rents.

The lessors who will give up their rent for the month of November for a trader will benefit from a tax credit of 50%, and not of 30% as planned so far, announced Thursday the Minister of the Economy.

If the rent is due by a department store with 250 to 5,000 employees, the tax credit will be one-third of the amount of the rent, the minister said.
