The Beijing Municipal Public Security Bureau announced today that starting from October 30, the Criminal Investigation Squad will organize a total of more than 510 police forces from 16 branches to carry out a centralized collection of networks, dig deep into the behind-the-scenes "black intermediary" and the chain of interests, and implement a full-chain attack.
Through eight consecutive days of fighting, as of November 6, a total of 166 suspects have been arrested, of which 124 have used marriage as a means of defrauding and buying and selling Beijing's passenger car indicators. They have been arrested by the public security organs for suspected crimes of buying and selling official documents of state agencies. Criminal detention in accordance with the law, marriage (divorce) certificates and a large number of electronic transfer records were obtained.
The police found in their work that such illegal and criminal activities have low cost, short cycle, and quick profit, involving "black intermediaries", indicator holders and buyers.
"Black intermediaries" include both individuals and gangs, using street advertisements, QQ, WeChat, etc. to release information.
The buyer gets in touch with the indicator holder through a "black intermediary" and pays a deposit.
Both parties get married in a legal way, and after changing the quota, go through the divorce procedures and pay the balance. The "black intermediary" and the quota holder are divided proportionally.
The persons involved in the case had multiple and frequent divorces within a short period of time, which changed a certain number of indicators for transfer of ownership.
For example, Bai Mouni (female, 26 years old) has divorced 17 times since 2018 and changed 15 transfer vehicles; Li Mouni (female, 37 years old) has divorced 28 times since 2018 and changed 23 transfer vehicles.
For the vehicles involved in the case, the traffic management department of the Municipal Public Security Bureau will seize the motor vehicle registration certificate, number plate and driving permit and revoke the motor vehicle in accordance with the relevant provisions of the "Implementation Regulations of the Road Traffic Safety Law of the People's Republic of China" and the "Regulations on Motor Vehicle Registration" of the Ministry of Public Security. Registration, and strictly implement the regulations that applicants are not allowed to apply for motor vehicle registration within three years.
At the same time, in accordance with the "Beijing Interim Regulations on the Number of Passenger Cars", the relevant illegal information will be notified to the municipal indicator management agency in a timely manner, and the indicator will be revoked by the announcement of the municipal indicator, and the management measures that will not accept the indicator application within three years will be implemented.
In the next step, the Beijing police will take the "Ping An No. 3 Operation" as the lead, continue to crack down on illegal crimes using "marriage" as a means to transfer the Beijing brand indicators, normal and long-term purification of social management order, and effectively safeguard social stability and the legitimate rights and interests of the people.
The police reminded the general public that one is to establish a correct view of marriage. If both men and women do not intend to live together, they go to the civil affairs department to handle the marriage procedures for the transfer of vehicle indicators. There may be risks such as property disputes and fraud in the future; The "Detailed Rules for the Implementation of the Interim Provisions on the Regulation and Control of the Number of Passenger Cars" stipulates that if there is an act of buying or selling or disguised buying and selling of small passenger car indicators, the published indicator will be invalidated and no indicator application will be accepted within three years.
