The general comprehensive budget expenditure is 95.21 billion yuan, a decrease of 5.47 billion or 5.4% from the initial budget for 2020.

  Li Weinong said that although the income of the SAR is expected to decrease in 2021, under the premise that public finances are still stable, he will propose to extend a series of benefits for the people next year, including cash sharing plans, medical subsidy plans, pensions, pensions, and disability pensions. Etc., the estimated total expenditure is about 20 billion yuan.

In addition, it is also recommended to continue to implement a series of tax reduction and exemption measures next year. It is estimated that the total amount involved is about 2.7 billion yuan.

  At the same time, the SAR government requires all public departments and agencies to save money and reduce non-essential public administrative operating expenses. The amount of salaries for civil servants will also remain unchanged next year. Therefore, the budget for "staff expenditure" and "operational expenditure" The amount will be reduced by 390 million and 1.42 billion respectively compared to 2020.

  Li Weinong pointed out that the new coronavirus pneumonia epidemic is still raging around the world, and the impact of the epidemic on the economy is difficult to eliminate in a short time. The public financial budget of the SAR next year will still be a deficit budget.
