News from our newspaper (Reporter Liu Shanshan, Correspondent Wang Qiao Zhang Yixin) "Thank you so much for the letter and visit to the Bureau. Not only do we don’t have to run errands back and forth for migrant workers from other provinces, but we also help to get the wages back so quickly. It really solves the problem of my brothers and me. Anxious to get angry!" Recently, with the assistance of the "space" assistance from the Letters and Calls Bureau of Panshi City, Jilin City, Hu Mou, a migrant worker in Jiangxi Province who finally recovered his wages, was a little choked with excitement on the phone.

At about 14:00 on September 28, the Panshi Municipal Bureau of Letters and Calls received an online complaint. In the summary of the incident, there were only a few simple words: "The XX Oil Construction Engineering Co., Ltd. owes wages to migrant workers and seeks solutions."

Due to the simplistic description of the incident, the petition cadres responsible for online complaints contacted the complaining masses as soon as possible.

"We are from other provinces. It is really inconvenient to go there, and we don’t know one big character. Online complaints are all written by people. Please write down my affairs in detail and help us!" Hu Mou said anxiously, hoping to be able to Get back the wages owed.

Hu is a migrant worker from a remote mountain village in Nanchang City, Jiangxi Province. He had previously worked in an oil construction and engineering company in Panshi City.

After the completion of the project, the company only paid wages for local workers, but 30 migrant workers from other places like Hu did not receive wages for a long time.

In this regard, Panshi City Letters and Calls Bureau attaches great importance to it, and in accordance with the relevant provisions of the "Interim Measures on Handling of Letters and Visits at the Basic Level" issued by the Bureau of Letters and Calls of Jilin Province, this issue of letters and visits shall be included in the scope of immediate handling, and the letters and visits shall be handled as soon as possible. The matter was transferred to the Human Resources and Social Security Bureau, and the Human Resources and Social Security Bureau issued a notice of acceptance to Hu the next day in accordance with the procedures.

After investigation and verification, the problem occurred in the 253 project of national refined oil reserve capacity construction undertaken by the oil construction company.

In December 2017, the company subcontracted the installation of 14 storage tanks in the oil storage area of the project to a company in Puyang City. Because the latter had many problems in the project management process such as improper control and lagging progress, the oil construction company in 2018 The labor subcontract was terminated with him on June 9, 2016.

Before terminating the contract, Puyang Company liquidated the wages of its migrant workers. During the liquidation process, it owed the wages of 30 migrant workers from other provinces on the grounds of objections to the contract.

Against this background, the deputy director of the Bureau of Letters and Calls in charge of the case consulted with a lawyer and contacted Hu several times to restore the truth of the matter and collect work certificates from migrant workers.

Subsequently, the Bureau of Letters and Calls, the Bureau of Human Resources and Social Security, and the Bureau of Justice jointly found 253 persons in charge, indicating that labor facts existed. If the wage issue of migrant workers in other provinces is not resolved, the government will help migrant workers defend their rights in accordance with the law.

In the end, 253 agreed to pay the salary.

Recently, with the assistance of the Bureau of Letters and Calls, the Oil Construction Company applied to the Bureau of Human Resources and Social Security to initiate a special account of 351,800 yuan in the wages of migrant workers in the 253 projects of the national oil reserve capacity building, to provide supplementary wages for these 30 migrant workers.

Since the migrant workers involved in the case all live in other provinces and it is not convenient to come to collect their wages in person, the Bureau of Letters and Calls specially convened a letter and visit coordination meeting. The Bureau of Human Resources and Social Security informed Hu that it was responsible for collecting the accurate information of personal remittances of the 30 migrant workers involved, and finally Panshi City The Labor Security Supervision Brigade supervises and, with the assistance of financial personnel, remits the owed wages to the personal bank cards of migrant workers.
