1. False propaganda and illegal enrollment result in students without school status.

Tianli School was invested and established by Shenzhou Tianli Education Consulting Co., Ltd. and was a key investment promotion project in Chuanhui District, Zhoukou City in 2018.

The inspection found that Tianli School had begun enrollment work before obtaining the school permit.

On May 23, 2019, Tianli School published the "Zhoukou Tianli School, a school full of love and wisdom" in the "Zhoukou Daily" and enrolled 89 high school students on September 1, 2019. During the period, there were 103 people in and out.

In fact, on November 6, 2019, the Education and Sports Bureau of Chuanhui District, Zhoukou City issued a primary school and junior high school permit to Tianli School; on April 7, 2020, the Zhoukou City Education and Sports Bureau issued a high school permit to it; 2020 On April 16, 2016, Chuanhui Branch of Zhoukou Market Supervision Bureau issued a business license to it.

Because these students enrolled before the school obtained the high school permit, they were unable to apply for school registration and became "black households."

After discovering the problem of their children’s school status, the parents of the students have repeatedly negotiated with the school and reported the problem to the Municipal Education and Sports Bureau. There was no substantial progress until the inspection team carried out the inspection.

Due to the inability to establish a school status, this group of students who are already in the second year of high school will face the dilemma that they will not be able to obtain a high school graduation certificate even if they take the high school graduation exam in December this year. 2. Charge high fees in violation of regulations.

The inspection found that Tianli School enrolled students on September 1, 2019 without obtaining a school permit, and collected a total of 21.435 million yuan in advance for the 2019-2020 academic year. The 2020-2021 academic year is still available to those without school status. "Black household" students charge about 2 million yuan in fees.

At the same time, it was found that the school also charged 1,800 yuan per person for student accommodation, management fees, and living expenses on the grounds that the students were on campus on Saturday.

Tianli School’s behavior of charging students without obtaining a school permit and the approval of a fee standard issued by a government department violates the Education Law of the People’s Republic of China, the Price Law of the People’s Republic of China, and the Private Education Promotion Law of the People’s Republic of China. "Detailed Rules for the Implementation of the Supervision and Management of For-profit Private Schools" and other relevant regulations.

3. Lack of departmental supervision and confusion of the nature of school running.

The inspection found that in October 2019, Zhoukou City Education and Sports Bureau's "Approval for the Establishment of Zhoukou Tianli School High School" middle school is a "full-time private non-profit school"; April 7, 2020, Zhoukou City Education The Sports Bureau's "Approval for the Establishment of Zhoukou Shenzhou Tianli Senior High School Co., Ltd." is a "for-profit private school", which is inconsistent.

The education departments at the municipal and district levels have not investigated and dealt with Tianli School’s illegal enrollment and operation of schools, and market supervision and other departments have not stopped or dealt with the school’s illegal charging of fees and illegal publication of enrollment advertisements.
