[Commentary] On November 3, the State Council Information Office held a regular policy briefing of the State Council to introduce the "New Energy Automobile Industry Development Plan (2021-2035)" (hereinafter referred to as the "Plan").

At the meeting, Xin Guobin, Vice Minister of the Ministry of Industry and Information Technology, introduced that new energy vehicles are the main direction for the transformation and upgrading and green development of the global automotive industry. China has built the world's largest electric vehicle charging facility network.

Charging and swapping infrastructure is a very important key link in the development of new energy vehicles and an important support for the promotion of the new energy vehicle industry.

As of September this year (2020), a total of 42,000 charging stations have been built across the country, 525 switching stations, 1.42 million charging piles of various types, and a vehicle-to-stack ratio of approximately 3.1:1.

my country has built the world's largest charging network.

[Explanation] In response to the public's concern about the difficulty of charging new energy vehicles, Xin Guobin said that overall, there is still a certain gap between the current charging infrastructure and market demand.

In the future, it is still necessary to increase construction efforts and optimize the structural layout.

Now it is necessary to use existing information management technology to incorporate these charging piles into a management platform for consideration, which can be shared.

We are also increasing the construction of charging piles. Not only the State Grid Corporation has established a charging pile construction company, some private enterprises, and some other related fields have also participated in the construction of charging piles. With the entire market capacity With the continuous expansion, the construction layout of charging piles will be more scientific and standardized.

[Explanation] Xin Guobin said that in the future, the Ministry of Industry and Information Technology will implement the tasks set out in the "Plan", strengthen overall coordination, and improve the level of interconnection and user charging experience.

Strengthen overall coordination with urban and rural construction planning, power grid planning and property management, and accelerate the formation of a moderately advanced highway and urban and rural public charging network with fast charging as the mainstay and slow charging as the supplement. At the same time, it must rely on "Internet +" and smart energy to promote Realize interconnection, information sharing and unified settlement to improve the level of service guarantee, enhance the charging experience of users, and create a better environment for the development of the new energy automobile industry.

[Explanation] At the meeting, a reporter asked how the "Planning" put forward the goal of "new energy vehicle sales will reach about 20% of total vehicle sales by 2025".

In response, Xin Guobin also responded.

So on the supply side, we need to continuously strengthen technological research around key factors such as reducing costs and improving safety to develop advanced, practical and reliable products.

Then on the demand side, it is also necessary to strengthen policy guidance, introduce some preferential policies to encourage the use of new energy vehicles, optimize classified traffic management measures, encourage business model innovations such as power exchange, and at the same time include accelerating the lead of electric vehicles in the public sector and increasing new energy The promotion of cars to the countryside, etc., to achieve such a goal.
