Nicknamed "the man of relaxation", Ali Saïbou succeeded Nigerien President Seyni Kountché in November 1987. The reasons for this nickname?

As soon as he took office, he declared a general amnesty for political convicts, including for Hamani Diori, the first president of the Nigerien Republic in 1960.
