  • The moncommissariat.fr site is a general tele-service, launched on June 29, which allows police officers, based in Bordeaux, to answer Internet users' questions via a chat.

  • They answer a wide variety of questions, many of which relate to the health crisis.

  • The teleservice will gain momentum from the start of 2021, tripling its workforce and ensuring 24-hour activity.

The fingers of the police are not yet moving at full speed on the keyboards, at the time of our report [on the eve of the announcement of re-containment], but it was the calm before the storm.

Installed in Mérignac, near Bordeaux, 12 police officers answer from 8 a.m. to 8 p.m., to all the questions of Internet users of the moncommissariat.fr tele service, launched on June 29.

It is the successor Covid-19 chat site set up by the authorities during the first confinement and it is intended to be perpetuated.

From the start of 2021, its workforce will triple and provide 24-hour remote service.

If the site is automated, for the filing of pre-complaint for example, "behind the chat moncommissarait.fr, it is not a machine but police officers who respond", underlines the divisional commander Pascal Pallas, deputy to the commissioner Caroline Mougnaud, chief from moncommissariat.fr.

Very varied requests

If there are "people from psychiatry" who request this tele-service, others who make incoherent comments or insults, "this represents a minority", assures Commander Pascal Pallas.

He is contacted to find out the next date for the competition for peacekeepers or to find out about the procedure to follow to contest a ticket.

A French Internet user is surprised, for example, from Italy to receive a fine from the French national police, which alerts him to the fact that this is not at all his operating mode.

Another wondered about the possibility of visiting her children in the south and many asked if they had correctly completed the travel certificates.

The questions related to the health crisis are very numerous, with peaks after government announcements, such as that of re-containment.

Before this, and in an area then affected by the curfew, an Internet user requests the service to find out if he can obtain an exemption to go and feed his horse, knowing that he finishes work at 7 p.m. and that he has almost an hour's drive to get to the animal.

“If we stick to the text, no.

The person must manage to find an alternative solution, slice Pascal Pallas.

Afterwards, the colleagues who will control it, will have to assess whether it is appropriate to issue a ticket or not ”.

He believes that many do not want to change their lifestyle and are trying to obtain an exemption authorization from the police of the platform.

Guidelines for filing a complaint

Many people wishing to file a complaint also appeal to my police station.

fr: "It may be difficult to qualify the facts, whether or not it is violence or not, sexual assault or rape," explains Commander Pascal Pallas.

On the chat, the police ask the right questions: what are the facts?

Do you know the author?

And, depending on, they direct the Internet user to an online pre-complaint or invite him to go to the police station.

"

A platform specializing in sexual and gender-based violence, located in the Yvelines, is included in the moncommissariat.fr site, which guides Internet users there if necessary.

"It's a chat with staff specialized in listening, support," says Commander Pascal Pallas.

They offer complaints and support in legal proceedings ”.

This platform will see its workforce double at the start of the year and its missions extended to include acts of discrimination and cyberstalking.

“We have had distress calls several times in situations where Internet users cannot call the emergency number (17 or 112), for example because the violent husband is present, says Eric, a platform agent.

In this case we contact the local police station, even if this is not our primary vocation.

"

Since the launch on June 29, 8,700 chats have taken place online.

While France is once again confined, this teleservice expects its activity to increase very significantly.
