Day after day, the threat of containment is taking shape in France, with epidemic indicators that continue to deteriorate every evening.

More than 26,000 cases of Covid-19 have been detected in 24 hours, while the test positivity rate is now 17.8%.

In this context, a first Defense Council is organized Tuesday morning, before a consultation of the parties and social partners at the end of the day.

A second Defense Council on Wednesday is expected to ratify the new restrictions taken in the face of the spread of the virus.

France is not isolated in Europe, as many countries are proceeding with widening restrictions, such as a curfew in Spain and a re-containment in Ireland.

Globally, the coronavirus has killed more than 1.15 million.

Two Defense Councils for the Executive

What tougher measures in the face of Covid-19?

President Emmanuel Macron will meet on Tuesday morning and then Wednesday morning two Defense Councils devoted to the epidemic.

In the meantime, its Prime Minister Jean Castex will receive political leaders and social partners at Matignon at the end of the day on Tuesday.

These two meetings around Jean Castex aim to discuss "the tightening envisaged in the management of the health crisis" of Covid-19, Matignon told AFP.

Such consultations, similar to others organized in recent weeks, seem to precede the announcement of a new turn of the screw, which could then be recorded on Wednesday morning.

Reconfinements are no longer excluded

These Defense Councils could lead to local reconfigurations, a hypothesis which is gaining ground within the government.

"The curfew was essential, but I fear that it is not sufficient", confided a minister a few days ago at Europe 1, when another admitted: "Let's be honest, the curfew is a pre-containment ".

The epidemic continues to progress in France

26,771 new cases of Covid-19 recorded in 24 hours, according to figures from Public Health France published on Monday.

This is a slowdown from this weekend's data, but the numbers are usually weaker for a Monday.

The test positivity rate continues to increase to 17.8%, against 17% the day before, and only 4.5% at the beginning of September.

357 new serious cases were admitted to intensive care units, such a figure had not been reached since April.

In total, 2,761 people were hospitalized in intensive care on Monday (186 more than on Sunday) for a current capacity of around 5,800 beds that the public authorities intend to ramp up in the coming days.

The number of hospital deaths rose to 258 for Monday, bringing the total death toll since the start of the epidemic to 35,018 dead.

At the hospital, the second wave threatens

The "white plan" was launched in all hospitals in the Grand Est.

This request is justified by the "exceptional health situation", underlines the Regional Health Agency in a press release.

At the Strasbourg CHRU, 100% of the beds in the infectious disease department are occupied by patients with Covid-19.

Additional patients began to be admitted to the cardiology, pulmonology, internal medicine and geriatrics departments.

The Grand Est, very affected by the first wave, is the second region to activate the white plan after Île-de-France.

In the first wave, patients from badly affected areas were transferred to less affected areas to reduce the pressure a bit.

But these transfers are more complicated to implement this time because the second wave affects the whole territory, warn specialists.
