In an interview with the episode (10/22/2020) of the "Beyond the News" program, Saleh wondered about what has changed since the start of the Lebanese movement about a year ago, and Hariri's resignation following it, and then re-assigning Hariri at this time.

Saleh considered that the restructuring of Hariri can be viewed positively from the angle that it means "the end of attempts to impose copies of the original, as happened with the resigned Prime Minister Hassan Diab, and after him the Prime Minister-designate Mustafa Adeeb, and a return to the original form of the political class, and then they cannot." After parliamentary consultations, the Lebanese President, Michel Aoun, assigned Saad Hariri to form a new government.

Hariri returned and was assigned to form a new Lebanese government for the fourth time, with the nomination of 65 deputies from the Future Movement, Amal Movement, Progressive Socialist Party and the Marada Movement, while 53 MPs declined to nominate anyone to head the government.

For his part, writer and political analyst Michel Abu Negm said that the ball is now in the court of Prime Minister-designate Saad Hariri, indicating that he must present his program and vision for the formation of the government and the reform road map that he will follow.

Abu Negm added that the Free Patriotic Movement feels that there is a systematic effort to exclude it, and that is why Hariri did not name the prime minister, but he did not close the door to cooperation with him, and therefore he is following parliamentary consultations to decide his next step.

Clear criteria

Despite observers' expectations that Hariri will face a difficult task in light of the sharp political divisions and the anger of the street at the ruling class, he pledged, after his assignment, to work quickly to form a government of non-partisan specialists, whose mission is to implement the reforms contained in the French initiative.

Hariri affirmed his determination to stop what he called the collapse that threatens the economy, society and security in Lebanon.

Here, Abu Najm stressed the need to adopt clear criteria in forming the government, whether it is a government of specialists, politicians or technologists, provided that this includes all parliamentary blocs in Lebanon.

Abu Najm pointed out that past experiences do not encourage raising hopes regarding Hariri's assignment due to what he called "the previous inability to implement the reforms required for the Lebanese economy."

On the other hand, a member of the Political Bureau in the Future Movement, Fadi Saad, believed that Saad Hariri’s 65 votes were sufficient to form the government.

Saad reminded that Hariri resigned about a year ago, calling for the formation of a government of specialists, but this did not happen, and the Hassan Diab government "came from one color, which is the most successful in the history of Lebanon, and it has brought the country to what it has reached," he said.

He indicated that the solution lies in the formation of a government of non-partisan specialists headed by a veteran political figure who can manage matters such as Saad Hariri.
