According to the prosecutors’ allegations, after the organization was formally formed in March 2009, it forcibly collected fees from fishermen who produced fish in the sea under the names of “site fees,” “resource compensation fees,” and “fines,” amounting to more than 2.9 million yuan; through organizing fishermen to fish wildly Aquatic products, illegally profited more than 80 million yuan; fraudulently obtained national fuel subsidies and loan interest discounts totaling more than 15 million yuan through fictitious materials; illegally contracted projects through forged state agency certificates, colluded bids, etc., illegally earned more than 80 million yuan; through false national value-added tax Special invoices defrauded more than 12 million yuan in national taxes.

According to investigations, from 2013 to 2018, during his tenure at Binhai Tourism Group, Zang Chuankui formed a joint venture with a company actually controlled by Wang Lei in the name of a state-owned company to form a recreational fishery Co., Ltd. Zang Chuankui also successively accepted property from Wang Lei to seek profit for Wang Lei, and engaged in profit-making activities through Wang Lei.
Taking illegal profit-making activities as an example, in January 2016, Zang Chuankui accepted Wang Lei’s application for the right to use more than 30,000 acres of sea area, arranged and held the sea area use right certificate through his subordinate Zang Chuankui, and Wang Lei paid the sea area in the current year. At the same time, Wang Lei acquiesced in contracting the sea area abroad.
In May 2016, Zang Chuankui collected 450,000 yuan for the contracting fee for the sea area transferred from Wang Lei through the bank card handled by his subordinate in his own name.
Not only that, at the beginning of 2017 and the first half of 2018, Zang Chuankui twice received a painting of a mountain rhododendron and a set of paintings of plum, orchid, bamboo and chrysanthemum from a well-known domestic painter by Wang Lei, as well as a painting of ox and horse each.
