Linear Shinkansen rigging 4 major general contractors to order cease and desist Japan Fair Trade Commission October 21, 11:09

In the bid-rigging case over the construction of the Linear Chuo Shinkansen, the Fair Trade Commission has decided to issue the heaviest "cease and desist order" as an administrative disposition to four major general contractors, according to interviews with related parties. I did.

From 2014 to the following year, four major general contractors of Taisei Corporation, Kajima Corporation, Obayashi Corporation, and Shimizu Corporation will decide in advance contractors by bidding for new construction of Shinagawa Station and Nagoya Station on the Linear Chuo Shinkansen ordered by JR Central. In March, the Tokyo District Public Prosecutor's Office was charged with violating the Antimonopoly Act for collusion.

According to the people concerned, the Fair Trade Commission has decided that there was a collusion between the four companies, decided to issue a cease and desist order to eliminate violations and prevent recurrence, and proposed a disposition by the 20th. It means that I notified.

Measures based on the Japan Fair Trade Commission's administrative investigation have three stages: caution, warning, and cease and desist order, and the cease and desist order is the heaviest of these.

In this case, Obayashi Corporation and Shimizu Corporation, which received the order for the construction, offered to bid rigging with the Japan Fair Trade Commission based on a system in which the surcharge is exempted if they voluntarily declare the violation. I was convicted.

The Japan Fair Trade Commission plans to issue an order to pay a surcharge of 3.1 billion yen for Obayashi and 1.2 billion yen for Shimizu Corporation.

Meanwhile, Taisei and Kajima have pleaded not guilty and will be sentenced to the Tokyo District Court on March 1, next year.

Regarding the investigation by the Japan Fair Trade Commission, Taisei said, "We will continue to cooperate," and Kajima, Obayashi, and Shimizu said, "We are investigating the matter, so we will refrain from commenting."

The Fair Trade Commission will hear opinions from the four companies and formally decide the content of the disposition.
