China News Service, Chongqing, October 21 (Reporter Wang Shanshan and Zhong Yi) Zeng Qinghua, 53 years old this year, is a "urban manager" who has been in business for 35 years.

Since joining the industry in 1986 as an urban management law enforcement officer, he has witnessed the development and change of urban management from traditional urban management to digital urban management, and then to smart city management.

Zeng Qinghua said that if digital urban management is the eyes and ears of urban management, then smart city management is the "nerve" and "brain" of urban management.

On the 21st, at the Chongqing Station of the "2020 Fingertip City" network theme event, Zeng Qinghua, a member of the Party Committee of Chongqing Jiangbei District Urban Management Bureau and director of the Smart City Operation Management Center of Jiangbei District, Chongqing, recalled the life of traditional urban management to reporters: " In the 1980s and 1990s, one evil, two evils and three catching weights were the most common people's evaluation of our urban management. The image of urban management and law enforcement was very bad."

At the end of 2017, with the inauguration of Chongqing's first city management video intelligent application innovation experimental base in the Jiangbei District Smart City Management Hall, the upgrade of smart city management in Jiangbei District, Chongqing entered a new period of 3.0 construction.

The reporter learned that the city management 1.0 stage is the grid city management of the smart city management; the 2.0 stage is the digital city management beyond the smart city management; the 3.0 stage is the smart city management of the smart city management.

Zeng Qinghua said that in Jiangbei, big data has given city management a smart "brain" and improved the ability to discover and deal with problems.

Through the Jiangbei District Smart City Operation Management Center system, big data intelligent methods can be fully used to solve management pain points, so that management can achieve universal, full-time, full-element, and full-process coverage, and enhance the "embroidery skills" of urban management.

On the huge display screen of the Jiangbei Smart City Operation Management Center, the real-time monitoring screen and data are switched from time to time, showing the real-time dynamics of the entire Jiangbei area.

The Jiangbei District Smart City Management System is connected to 25,000 video surveillance points, covering all key road sections in the area. Through monitoring, the system can realize a fully smart city management with automatic analysis, automatic reporting, automatic processing and automatic feedback.

"There is water on the road at the intersection of xx", "The water supply pipe next to the xx office is broken", "The road is overflowing with garbage"... With the instructions of "please deal with by the XX department in time" from the Jiangbei District Smart City Management System, 1 Within hours or even less, the relevant law enforcement officers will "on hearing the news" go to deal with it.

After the treatment is completed, the staff can compare the photos before and after the treatment in the system to judge whether the problem is really solved.

At the same time, in response to complaints from the masses, the staff will also make return visits via phone calls and text messages to ensure that the masses are satisfied.

Zeng Qinghua said that at present, 21 main systems of smart urban management in Jiangbei District have been put into operation, including comprehensive supervision and management, intelligent management of environmental sanitation, operation of municipal facilities, and urban management law enforcement.

Among them, for places invisible to the "eyes", the system also integrates 18 subsystems such as lighting, hazard source monitoring, smart parking, and component IoT perception to eliminate hidden dangers at any time.

For example, the bridge tunnel slope intelligent detection system can monitor the cracks, loads and deformations of bridges, tunnels, and slopes for 24 hours. Once these data exceed the warning value, it will issue an alarm in time, and the center will promptly notify the responsibility Unit, immediately eliminate hidden dangers.

Since 2017, relying on the smart urban management big data system, Jiangbei District has solved more than 2.43 million urban management problems, with a citizen satisfaction rate of 93.16%.

From a broken floor tile to a street tree as large as a street tree, every little thing that is closely related to the lives of the people makes the city management as delicate as "embroidery", and the people's high-quality life is guaranteed.
