Faced with the second wave of the coronavirus epidemic, the state of emergency is about to be extended.
The National Assembly must exceptionally sit next Saturday and Sunday to examine the bill allowing this extension.
The government has since Saturday restored this exceptional regime across the country by decree, which was lifted on July 10.
Beyond one month, its extension must be authorized by law, hence this text on the menu of the Palais Bourbon at first reading.
He will then have to commute with the Senate.
This exceptional legal regime authorizes, if necessary, to restrict movements or to establish confinements of the population.
Emergency provisions concerning businesses or tenants
The bill "authorizing the extension", for a period which has not yet been indicated, and "on various measures for managing the health crisis" could contain emergency provisions concerning businesses or tenants for example, or authorizations to legislate by ordinance.
A 4th amending finance bill was also added to the agenda on November 10.
It should contain new support measures for sectors or households affected by the crisis.
Mandatory certificate for deputies working at night
Only half of the deputies at most can sit, for health reasons.
The Assembly has also adapted to the night curfew introduced last weekend in large metropolitan areas: the parliamentarians' refreshment bar now closes at 9 p.m. and the evening break has been brought forward from 7:30 p.m. to 9 p.m., instead of 8 p.m. to 9:30 p.m.
The deputies are night workers, especially for the budget texts in progress, the adoption deadlines of which are fixed by the Constitution.
Common law applies: parliamentarians and staff completing their duties during the curfew must produce a certificate, like any inhabitant of the Paris region.
