Question 1 The escape passage with an iron lock on the fire door is blocked

  Mr. Wang, who lives in the ancient city of Modern Jiayuan, said that his community was built around 2010. Although the building is not too old, the fire hazard in the building is more prominent than many old communities.

"Now many stairs and fire doors in the building are blocked to death. Once a fire occurs, it cannot be evacuated. In addition, there are many electric vehicles parked in the building. The safety hazards cannot be ignored."

  On the morning of October 13, the reporter came to the ancient city·Modern Jiayuan.

Entering Building 3, walking up the stairs all the way up, just walking to the third floor, a wooden cabinet that occupies nearly half the width of the corridor stands in front of you.

When I opened the fire door on the side, I saw a tin cabinet that was more than one person tall. There were many other sundries on the top of the big iron cabinet.

The metal cabinet completely blocked the fire door and blocked the connection between the corridor and the stairwell on the third floor.

Going up the stairs, the reporter found the accumulation of debris in the stairwells of multiple floors. Most of these debris were worn-out cabinets and vehicles, covered with thick dust.

In the stairwell on the 5th floor of the building, a large wardrobe occupies here, apparently for quite a while.

There is a message saying "Please wait for me to clean up when I am at home, or I will be responsible" on the door of the closet. The date of the signing office is 2018.

  The reporter visited many residential buildings in the community and found that in fact, many fire doors in corridors were posted with a notice that "fire doors are forbidden to close", but such reminders did not work.

Many floor reporters have seen that the fire door is blocked and closed artificially.

In Building 2, the inside of the fire door was not only filled with shoe racks, wardrobes, bicycles and other debris, but also two iron locks were installed on the fire door that should be opened at any time.

Not only was the fire door blocked, some residents also used the fire hydrant as a storage box for convenience. What's more, an anti-theft door was installed directly in the corridor area to enclose the fire hydrant directly into the "home site."

  Resident Ms. Zhang told reporters that she moved to the community for rent 4 years ago, and the corridor was full of debris.

The people at the property also cleaned up from time to time, but it didn't take long for the corridor to be full again.

"These things piled up in the corridor have not been seen to be taken home by anyone. The piles lasted for several years. Moreover, these wooden furniture and waste debris are dangerous if they catch fire someday."

  When the reporter visited, he also saw that there were notices of the property, including the debris accumulated in the corridor and the blocked fire doors.

Although more than three months have passed since the notice was posted, the situation at the scene has not changed.

  Regarding this issue, the reporter contacted the community property. The staff member stated that the property has no right to dispose of the debris in the building without authorization. The relevant situation has been reported and needs to be handled by the relevant departments.

Question 2 The cleaning notice is posted and the debris is still stuck

  Mr. Song, who lives in District 5 of Anhuali, recently reported to the 12345 hotline that “the corridors have been piled up for a long time, and notices calling for cleanup have been posted, but the debris has not decreased much.”

  The reporter came to the 5th district of Anhuali. In the corridor on the 3rd floor of Building 5, the reporter saw the debris storage spot mentioned by Mr. Song.

The cardboard boxes and flower pots stacked here occupy nearly half of the space in the corner of the corridor.

Trolleys, flatbed carts, bicycles, etc. are locked in disorderly on the handrails on the side, with notices for cleaning up the property and the community posted on them.

  Throughout the entire No. 5 building, the reporter noticed that not every floor of this 14-story residential building is filled with debris. The corridors and elevator rooms on some floors are still very clean, but the debris stacked in the building is extremely stubborn. Notices for cleaning up debris in the corridor have been posted for three or four rounds, and several notices have been posted on some debris. The earliest date can be traced back to September last year.

Some residents even moved their sewing machines into the corridor and started sewing on the spot.

  In this regard, the staff of the Anzhen Sub-district Office in the locality told the reporter that the community has communicated with residents many times about the accumulation of debris in the building together with the community police since 2019.

However, due to the older age of some residents, there was resistance to the cleanup action, and only part of the debris was cleaned up in the end.

Question 3 The fire exit is wide outside and narrow inside and is occupied at night

  In addition to problems such as blocked fire doors and stubborn debris in the corridors, poor fire access in the community is also prone to safety hazards.

Recently, according to clues reflected by the citizens, the reporter saw in Songjiazhuang Homes that although the fire passage of the community is relatively spacious at the entrance, as it gradually penetrates into the community, the situation of occupation becomes more serious.

Especially in the evening, as the residents went home from get off work one after another, the parking spaces on both sides of the road were gradually filled, and some car owners parked their cars in a row on the road with the words "fire access", and the passage was occupied. Nearly half.

Even small private cars have to slow down and move carefully if they want to pass here. Fire engines are almost inaccessible.

  Residents of the community reported that the fire exits were occupied by vehicles from the moment they entered the gate of the community. Although they have improved in the past two years, they hope that the fire exits can be further cleared in order to effectively eliminate fire hazards.

  In response to the situation that the fire passages in the community are still blocked at night, the reporter contacted Dongtieying Street.

The staff said that the community will cooperate with the property for further diversion and management.

There are laws to follow for penalties for blocking roads

  Chen Fengshan, an expert on community issues, said that in the past, the problem of debris accumulation in the community was mostly coordinated by the property company, but because the property company is a service company and has no law enforcement power, it often has little effect.

"However, the current laws and related regulations have clearly stipulated the management and punishment of similar behaviors. When the property company cannot solve this problem on its own, it is obliged to contact relevant departments for law enforcement to eliminate hidden dangers."

  Chen Fengshan said that the latest "Beijing Property Management Regulations" clearly stipulates that owners, property users, property service personnel, etc. shall not arbitrarily set up ground locks, stone piers, fences and other obstacles and pile up debris to occupy , Block or close the common parts such as fire-fighting passages and evacuation passages, or damage the common facilities and equipment such as fire-fighting facilities; the property service personnel shall discourage, stop, discourage, dissuade, and prevent illegal construction, illegal renting of houses, private pulling of wires, and occupation of fire passages If the stop is invalid, report to the administrative law enforcement agency in a timely manner; if the fire-fighting passage or evacuation passage is occupied, blocked, closed, or the fire-fighting facility is damaged, the fire rescue agency shall order corrections and impose a fine of not less than 5,000 yuan but not more than 50,000 yuan on individuals. A fine of five hundred yuan was imposed.

  In addition, the "Regulations on the Promotion of Civilized Behaviors of Beijing", which will be implemented on June 1 this year, also clearly stipulate that uncivilized behaviors of "occupying, blocking, and closing fire passages and evacuation passages" should be focused on.

Chen Fengshan believes that both the property and the residents can request the corresponding administrative agency to deal with the situation of piles of debris in the corridor, and require the administrative agency to perform the legal duties of investigation and punishment.
