Worried Tower Mansion October 19th 19:06

The tower apartment, a symbol of modern lifestyle, is in an unexpected trouble.

The trigger was Typhoon No. 19 in October last year.

The underground of Tawaman was submerged near the Tama River and was hit by a long-term power outage.

The "crisis" that struck Tawaman, who also sold it as being resistant to disasters.

Now that a year has passed, have Tawamans around the world been safe?

(Metropolitan area bureau reporter Ryosuke Naoi)

Rapid increase in consultation "What's next?"

Now, the number of consultations from Tawaman in Tokyo is increasing rapidly under Mr. Tomoyuki Takei, an apartment manager in Shibuya Ward, Tokyo.

What is increasing is about "flood damage countermeasures".

It is said that consultations are received from most of the approximately 50 condominiums in Tokyo and Saitama that are contracted at the office.

The trigger was the damage caused by Typhoon No. 19 to Musashi Kosugi in Kawasaki City, commonly known as "Musako".

The tower apartment in Musashi Kosugi, a city that was also a symbol of Tawaman, was flooded by heavy rain, the entire building was cut off, and it took time to recover.

It is said that many "Tawaman people" thought, "Why don't we get up in our apartment next time?"

Is there "100 million units" for drastic measures?

Many of the Tawamans to consult with have power supply equipment underground, such as "Musako", and it seems that it is difficult to take drastic measures.

To prevent power outages, it is necessary to take measures such as raising the power supply room upstairs, and in some cases it will cost 100 million units.

Even Tawaman, who is considered to be wealthy, has a difficult amount to pay immediately.

Mr. Takei, who is familiar with disaster prevention measures, also gives advice while worrying.

Mr. Tomoyuki Takei, Condominium Manager

"Since flood damage does not always come, it is very difficult to draw a line to take measures and give up. For example, billions of yen for measures when 3 meters of water comes. It's not a proposal at all, so it's important to think about what you can do as much as you can. "

Tawaman sandwiched between rivers

Meanwhile, the board of directors of the tower condominium, which started the measures, responded to the interview.

It is a 24-story initiative Senjuakebonocho in Adachi-ku, Tokyo.

There are 515 households and about 1500 people.

Mr. Yasuhiko Takai, the director of the condominium, has a strong sense of crisis.

Located between the Arakawa and Sumida rivers, this condominium is expected to be flooded by more than 4 meters in the worst case when the Arakawa floods.

The sense of crisis of the president

Mr. Takii witnessed the site where the riverbed of Arakawa was filled with water due to the heavy rain of Typhoon No. 19 last year, and it was close to the embankment.

Arakawa escaped the flooding, but when he saw the damage of Musashi Kosugi's Tawaman, he felt that it was not another person's affair.

This is because Mr. Takii's condominium also has a power supply facility underground.

When I asked, "Is it possible to deal with that damage if it happened in this apartment?", He muttered with a bitter expression.

"I think it was difficult ..."

Three measures that "let's do what we can"

However, Mr. Takii and others did not give up.

I also consulted with Mr. Tomoyuki Takei, an apartment manager.

I made one policy.

Mr. Yasuhiko Takii, President of the

condominium "There is something you can do if you decide the range that can protect the condominium."

Instead of completely preventing flooding, I wanted to do what I could.

Therefore, Mr. Takii and his colleagues started the following three.

(1) Strengthen the protection of power supply equipment

(2) Create a "timeline" for the board of directors

(3) Decide the actions required of residents

Measures (1) How to protect the power supply equipment?

The first thing Takii and his colleagues went to was to walk around the condominium.

We thoroughly investigated where water could easily enter the power room.

As a result of detailed examination, it was found that the front of the basement room where the power supply equipment is located has a slope like an uphill, which makes it harder for water to enter than expected.

In addition, we decided to put sandbags on the entrance and in front of the stairs leading down to the electric room in the basement, and then put a tarpaulin on the door of the electric room.

With this, we believe that we can cope with the inundation of several tens of centimeters that occurred in various places due to Typhoon No. 19.

Countermeasure (2) Prevent damage with "timeline"

What we are doing further is making a "timeline".

From 5 days before the typhoon is expected to land, the actions of 30 members of the condominium board of directors who are dealing with flood damage are recorded.

According to it, one day before the typhoon landed, "evacuation guidance for cars in the parking lot".

"Protection of power supply equipment" 12 hours ago.

And 6 hours ago, "preparation for vertical evacuation of residents on the lower floors" and "completion of evacuation on the upper floors of stockpiled supplies".

After the landing of the typhoon, it is "starting operation of the disaster response headquarters".

Measures for power supply equipment, such as loading sandbags, are completed 10 hours before the landing of the typhoon.

By deciding what to do in advance, we are trying to take prompt measures in the event of an emergency.

Measures (3) Ask residents for cooperation

We will also ask 1,500 residents to take measures.

This is because the measures taken by the board alone cannot protect against a power outage.

This is a "timeline" plan for residents.

According to this, one day before the typhoon hits, "confirmation and preparation of disaster prevention supplies".

Twelve hours ago, "Bathtub water storage and mobile phone charging started".

"Start of vertical evacuation" 6 hours ago.

And when the typhoon hits, it says "completion of vertical evacuation and use of disaster prevention supplies".

In the unlikely event of a power outage, the elevator will not work, and Tawaman will hinder his life.

He called on the residents to stockpile food, drinking water, and daily necessities so that they could withstand a long power outage.

There is no guarantee that the request to the country will be fulfilled ...

However, my worries are endless.

The board requested the government and Adachi Ward to build up sandbags in high-risk areas in consultation with 20 neighborhood associations to reduce the risk of flooding of the Arakawa River.

On the flip side, if Arakawa actually collapses, there is no guarantee that the current measures will be perfect.

Mr. Yasuhiko Takii, President of the condominium

"Given the 1,500 people living in the condominium, it's not good halfway through, so I'm doing everything I can to do it now."

There is also a wall called "resident agreement"

This time, I interviewed many people involved in tower condominiums, but most of them were Tawaman who had not taken measures so far.

One of the issues is the agreement of the residents.

The management association of tower condominiums in Saitama Prefecture was considering installing a board called a "water stop board" in a risky place.

However, since an additional cost of 25 million yen will be required, it is necessary to go to the general meeting of the condominium.

For this reason, I was wondering if the residents would agree to bear the cost, which is not cheap.

Many Tawamans have more than 1,000 inhabitants, and it is difficult to agree on the burden of money.

Newly built Tawaman also moves to take measures

Some companies that make Tawaman have suddenly changed the design of the building after Typhoon No. 19 last year.

Tokyo Tatemono, a major real estate company, has decided to move the power supply equipment that was planned to be installed underground to the second floor of a 33-story tower condominium under construction in Tama City, Tokyo.

This is because there is a risk of flooding if the Tama River overflows.

It is said that the additional cost will exceed 100 million yen to raise the power supply equipment, which is 20 meters wide and 10 meters long.

It was an unusual decision to raise costs to reduce risk.

Person in charge of Tokyo Tatemono

"I thought I couldn't overlook it because of the damage caused by Typhoon No. 19. As a company, I chose to take responsibility for safety even if it costs money."

Don't leave it to others

Osamu Nagashima, a real estate consultant who is familiar with Tawaman's disaster prevention, argues that safety should be the highest priority for buildings to be built in the future, like this Tawaman.

He also said that it is desirable not to build in places where there is a risk of flooding if possible.

Then, what should we do with the existing condominium?

It says that it is important not to leave the disaster prevention measures for condominiums to others.

Real estate consultant Osamu Nagashima

"From now on, even if heavy rain comes, it can not be said that it is" unexpected ". If it gets flooded, even if your room is okay, you will not be able to use electrical equipment and elevators, so what will happen to the entire condominium? It is important for the entire resident to be aware of it. It tends to be left to the officers and directors of the management union and the management company to decide how to protect the condominium, but each owner makes the decision to protect the safety. You should change your mind about doing it. "

Take measures together for even more serious situations

In this interview, I felt that measures against flood damage had not been fully considered because it is unlikely that a tower apartment would be directly killed by flooding.

However, the expected large-scale flood could cause even more serious consequences than what happened at Musashi Kosugi.

That is why I would like many residents to be interested in disaster prevention measures and take measures.
