The government expects an average increase of 8.7% of recipients of active solidarity income (RSA) in 2020, said Minister of Public Accounts Olivier Dussopt Monday evening in the National Assembly, on the sidelines of a debate on the 2021 budget.

For "RSA registrations, we are currently on a forecast of an increase in the number of RSA registrants in 2020 by an average of 8.7%", he told MPs, during a technical debate on the resources of the departments, which are responsible for the RSA.

1.9 million beneficiaries at the end of March

"These are the numbers that we have seen, but it is an average, since sometimes it is 1%, sometimes it is 20%," he said.

The number of RSA beneficiaries was 1.9 million at the end of March.

The minister raised this subject by defending a government amendment on the resources of the departments.

It aims to "readjust the method of calculation" of the compensations allocated to the departments after the abolition of the housing tax, in order to avoid a mechanical "windfall effect", linked to the crisis, of one billion euros. additional in 2021.

But "the dynamic will be preserved" and "the compensation is complete", with 15.25 billion euros in resources in 2021, assured the minister in the hemicycle.

He mentioned several support mechanisms for departments such as the renewal in 2020 of the stability fund of "115 million euros".

"You change the rules during the game. It is an amendment to one billion euros, this is not the moment", ruled the LR Véronique Louwagie, about this change of method of calculation.
