The bill adds 10 new substances to the "Anti-Drug Law" annex regulation, of which 7 are narcotics and psychotropic substances, and 3 are drug precursors.

  When introducing the bill, Huang Shaoze, Director of the Security Department who attended the meeting, said that the United Nations Commission on Narcotic Drugs listed 12 substances as internationally controlled substances in 2019, and it was confirmed that 10 of these substances were not listed in the schedule of Macau’s Anti-Drug Law.

Therefore, the SAR government proposed to amend the "Anti-Drug Law" to include related substances in the schedule of the "Anti-Drug Law", but the original legal provisions have not been added or removed.

  Huang Shaoze stated that the purpose of this amendment to the law is to fulfill the obligations of international conventions and improve the effectiveness of simultaneous prevention and combat of drug crimes.
