The Office of the Leading Group (Command) of the Shandong Provincial Party Committee Coordinating Epidemic Prevention and Control and Economic Operation Work issued a notice on October 15 that after the outbreak of Qingdao, the whole province will carry out nucleic acid tests for all personnel in Qinghai and Liqing, except for the previous announcement. Except for those infected, the current results are all negative. Key populations such as close contacts and epidemic-related areas are all effectively controlled. Experts have judged that the risk of community transmission is small.

  In order to promote the orderly flow of personnel and coordinate the prevention and control of the epidemic and economic operations, the urgent notice is as follows:

  1. Persons from Qingdao low-risk areas who leave Qingdao can be given priority to arrange for testing. They will leave the city with a negative nucleic acid test report or health code nucleic acid test negative information within 7 days, and normal work and life after arrival, no unit or individual shall set other restrictive measures.

  2. Persons who have left Qingdao in the early stage (except for the key populations that the disease control agency assists in the investigation and tracking) will undergo a nucleic acid test from their current location, and other additional health management measures will not be implemented if the test is negative.

  3. Continue to implement isolation medical observation and health management measures in strict accordance with the requirements for key populations assisted by the disease control agency to investigate and track, and report the test results to the Qingdao Center for Disease Control and Prevention in a timely manner.

  4. Except for the measures clearly stipulated by the Provincial Party Committee Leading Group (Command Headquarters), all localities are not allowed to "add layer by layer", and are not allowed to add traffic control checkpoints and restrictive measures to communities and buildings without authorization.

  5. Strengthen personal protection and health monitoring, continue to maintain hygiene habits and lifestyles such as "one-meter noodles", frequent hand washing, scientific wearing of masks, regular ventilation, and metric chopsticks, and seek medical treatment promptly if suspicious symptoms are found to reduce the risk of epidemic transmission.

  6. If there are other unreasonable restrictions in addition to the normalized prevention and control measures, it shall be corrected immediately.
