The Ministry of Education offered on Tuesday to teacher unions an IT bonus of 150 euros per year, as part of more general discussions on the upgrading of the profession.

The 2021 budget of the ministry has been increased by 400 million euros (500 million in a full year), in order to increase the salaries of French teachers, which is 7% lower at the start of their career than the average for the countries of the Organization of economic cooperation and development (OECD).

The budget increase must finance various bonuses, in particular an attractiveness bonus (260 million euros for a full year) targeting early and mid-career staff.

Renew your equipment every three years

This bonus, the terms of which have not yet been defined, would come into effect from May 2021. As Minister Jean-Michel Blanquer had already indicated, it would represent around 100 euros net monthly increase for teachers in the time of their tenure.

The additional 500 million euros allocated in the budget would also include an IT equipment premium (178 million euros) of 150 euros net annually for each prof.

Teachers could thus "equip themselves or completely renew their equipment" every three to four years, according to the ministry.

A budget of 45 million euros would also increase certain categories of staff such as school directors.

Finally, 11 million euros would be devoted to improving the salary advancement grids.

According to the unions, this breakdown may still evolve before arbitration rendered next week by the ministry.

Not enough, for unions

The unions have already expressed several reservations: "the computer equipment premium is not up to the needs", responded Régis Metzger, co-secretary general of Snuipp-FSU, the first primary union.

And the global envelope is not enough for the "salary downgrading" of the profession, according to him.

"We had no indication on the multiannual programming law", also regretted Frédérique Rolet, general secretary of Snes-FSU, the first secondary school union.

This law was promised by the minister within the framework of a “Grenelle des professors” scheduled from December to sustainably improve the profession financially and improve well-being at work.

A reason for satisfaction: salary increases will not be conditional on an increase in working time or other compensation, as the unions feared, she welcomed.
