  • Faced with the increase in the circulation of the coronavirus in the Toulouse metropolitan area, Toulouse and 16 other municipalities spend Tuesday morning in the maximum alert zone.

  • New restrictions are being put in place, including the closure of bars and gyms.

  • Several communes of Haute-Garonne will also pass into enhanced alert zone from Tuesday and for two weeks.

The people of Toulouse will be able to drink their last cream coffee on the terrace this Monday.

During the next fortnight, the bars will have to draw back the curtain, passage in the zone of maximum alert obliges.

The circulation of the coronavirus has crossed a new threshold in the Toulouse metropolitan area where seventeen cities (

see box

) will be subject to new restrictions as of Tuesday morning, first hour.

All the alert thresholds have indeed been crossed according to the health authorities.

“In Haute-Garonne, yesterday, we exceeded 206 positive cases out of 100,000 inhabitants, it is four times the only alert.

In the Toulouse metropolis, this incidence rate is 253, it is 154 for people over 65 and the test positivity rate is 14%.

The share of Covid patients in intensive care reached 31% at the regional level yesterday ”, detailed on Monday Pierre Ricordeau, the regional director of the regional health agency. 

Restaurants under conditions

One of the most symbolic measures is the closure of bars for a period of two weeks from midnight Monday evening.

They will be able to continue to make deliveries and take out, specifies the chief of staff of the prefect, Marc Tschiggfrey.

“But there's no point in postponing the parties in the apartments either because the bars will be closing.

For the past few weeks, we have had calls from the parents and grandparents of infected students.

We appeal for collective responsibility, to respect barrier gestures in the family circle, ”insists Professor Vincent Bounes, head of the Toulouse Samu, who is hoping for a boost to avoid saturation.

COVID screening centers will reopen in the metropolis to avoid the saturation of emergency services and develop dedicated units.

Doctors and nurses can take samples / tests there.

Restaurants, on the other hand, may remain open until midnight on weekdays and 1 a.m. on Friday and Saturday evening.

But under new conditions.

The guests should not be more than six around the table and the establishment should keep a reminder book in case of detection of a case.

In the 17 municipalities concerned, sports activities in gymnasiums, indoor swimming pools and sports halls are now prohibited for adults.

In shopping centers, gauges will now be limited, the density now being 4 m2 per customer.

If establishments open to the public are closed, museums, cinemas and theaters with a strict health protocol may continue to open.

For those in the open air, the gauge will have to be reduced by half, within the limit of 1,000 places maximum.

As for fairs, shows and exhibitions of all kinds, they can no longer be held during the next fifteen days.

And the prefect of Haute-Garonne calls for “private parties to stop”.

Several municipalities go on heightened alert

Measures which will not be as strict in several other communes of Haute-Garonne which will pass from this Tuesday in a reinforced alert zone.

This will be the case for the majority of those present on the Toulouse Métropole territory and who are not on maximum alert.

But also the communes of Sicoval, the community of communes of Save-au-Touch or Muretain, "except for very rural communes", indicated the prefect, Etienne Guyot, whose decree and division will be published this Monday.

In these areas, wearing a mask is compulsory on public roads, festive events are no longer allowed, bars remain open until 10 p.m. and sports halls can accommodate their subscribers.

For the time being, no re-containment measure is being considered by the prefectural authorities.

"But that remains to be seen depending on the evolution of contaminations", explains Etienne Guyot.

In addition to Toulouse, sixteen municipalities are affected by the new restrictions.

These are Tournefeuille, Blagnac, Colomiers, Quint-Fonsegrives, Cugnaux, Balma, Saint-Orens, Labège, Castanet, L'Union, Plaisance-du-Touch, Portet-sur-Garonne, Ramonville, Auzeville, Aucamville, Launaguet and Ramonville.
