The European Union is not a state, but European directives are binding on all European citizens.

More than sixty years after the Treaty of Rome (1957) which marks the start of European construction, the European Union remains this curious political object not very well identified, from which much is still expected which is far from having all the powers that 'it is granted and which is the object of much criticism.
The European Union: 27 countries spread over 3 time zones, 24 official languages and 450 million inhabitants ... is it governable?
