  • This Friday morning, Jean Castex is in Toulouse accompanied by Gérald Darmanin, Eric Dupont-Moretti and Jean-Michel Blanquer.

  • On the occasion of this ministerial visit, the first integrated security contract will be signed with the mayor of Toulouse.

  • In particular, it must provide for a catch-up in the level of police personnel, estimated by the unions at 150 “at least”.

A few weeks ago, Toulouse was affected by a series of deadly settlements against a background of drug trafficking.

A new peak of violence to which the Pink City is now accustomed.

But who this time found an echo with the government.

This Friday, Jean Castex, flanked by three of his ministers, including Gérald Darmanin, will be traveling to Toulouse to meet the police and sign the first integrated security contract with the mayor, Jean-Luc Moudenc.

This should endorse a catching up of the workforce, late compared to other French metropolises.

It has been more than a decade that the police unions, supported by the Capitol, have called for reinforcements.

The necessary staff in the field but also in the offices, to handle all the judicial aspect of cases.

More crime incidents than in Marseille

“We need reinforcement for the investigation.

I have a colleague from the Izards police station who has more than 300 files to manage.

If you file a complaint, it will take six months for your case to be processed, this is abnormal.

Human resources are the sinews of war.

At night it would be necessary to have 10 operational emergency police patrols at the same time, but there are five to six and sometimes less for the whole town.

Because of that, we often endure delinquency more than we anticipate, ”laments Didier Martinez, from the Unity-SGP union.

“The central management gave us a theoretical reference workforce for the peacekeepers in Toulouse, it is 1,262 police officers.

And we currently only have 1,112.

If we are announced tomorrow a reinforcement of manpower, it is not a gift that the minister gives us, it is a minimum ”, advances for his part Fabien Velleret, departmental secretary of Alliance.

And to support his claims, he is not short of arguments.

“It suffices to compare the facts of delinquency between Toulouse and Marseille to see that we are under-endowed.

In 2019, there were 57,000 identified with us for acts of general delinquency and 52,000 in Marseille, which has significantly more police officers than us, ”continues the trade unionist who also intends to address issues of residence allowance or even difficult area.

Prorated, fewer police officers than in Bordeaux

Allowances necessary according to the representatives with regard to the daily activity of civil servants.

After Paris, Toulouse is the city with the largest number of events each year, whether social or sporting.

The settling of scores has been numerous lately and the Pink City is a narcotics hub in Occitania.

Much more than some cities like Bordeaux, which in proportion to its population, has 200 more police officers than in Toulouse.

"We are faced with more urban violence which we rarely hear about there, with us many colleagues are injured, we have a dozen incidents of recorded settlements, it is less significant in Bordeaux", compares Didier Martinez .

Admittedly, on several occasions, announcements of staff reinforcement have been made by successive governments, but without this translating into more civil servants on the ground.

Toulouse: Announcement of a catch-up of the workforce over 4 years, it is essential but very long ... it is going in the right direction, but let's not forget about thirty retirements each year ... A clarification of the figures is therefore essential!

- SGP OCCITANIE UNIT (@USGPOCCITANIE) September 16, 2020

“This year, we had 60 arrivals in September, but we also recorded about 30 retirements and about 15 departures for assignments elsewhere.

In fact, the actual increase in the workforce was 15 ”, notes the SGP Unit representative.

Everyone expects Gérald Darmanin to commit to the arrival of 150 police officers over the next four to five years, aware that these numbers cannot be found in "a snap of the fingers".

And this time, the LR mayor of Toulouse obtained a written commitment in black and white through the first integrated security contract.

A nuance of size for Jean-Luc Moudenc.

“So far I have had various and varied successes.

At the end of 2014, Bernard Cazeneuve announced the arrival of 50 police officers who were wiped out by uncompensated retirements.

Gérard Collomb had provided us with staff for the Mirail, but who were demobilized from their sector to be assigned to the demonstrations of "yellow vests", "recalls the city councilor who had gone to Paris in mid-September to meet the minister of 'Interior Gérald Darmanin and Keeper of the Seals Eric Dupont-Moretti.

As I have always committed myself to it, I continue to demand additional resources for Toulouse for the police and the justice system.

Today I met @GDarmanin and @E_DupondM.

Two ministers who are attentive and open to reconsidering the situation in our territory.

This time, there is no question of returning with a commitment to ad hoc reinforcements.

“I favored in-depth work rather than announcements with media releases.

This catching up will be gradual over several years, the idea is to erase a deficit that has been dragging on for a long time, while at the same time guaranteeing the replacement of retiring departures, ”indicates the mayor who will take the opportunity to approach Jean Castex l experimentation with new prerogatives by the municipal police.

But before getting any, we will have to wait a little longer and wait for the law to change.
