Today's Review

Strictly implement safety responsibilities and effectively resolve major risks

During the National Day and Mid-Autumn Festival holiday, tourists are enthusiastic about traveling and the tourism market is recovering faster.

Under the conditions of normalized epidemic prevention and control, scenic spots, cultural and entertainment venues, commercial consumption places, etc., must strengthen risk detection and safety production measures.

Safety accidents occurred in individual scenic spots, causing major losses of life and property, once again sounding the alarm for holiday security.

Relevant departments should further improve and refine the supervision of production safety, and tourists should also pay more attention to their own safety protection.

The Ministry of Culture and Tourism issued travel reminders on the evening of October 4 to remind tourists to pay attention to safety again.

On the same day, the Office of the State Council’s Security Committee and the Emergency Management Department held a video conference on safety precautions during the National Day and Mid-Autumn Festival to redeploy, promote, and implement the safety and stability during the holiday.

The meeting emphasized that the number of tourist receptions throughout the country continues to increase, and the security risk situation in scenic spots is still severe. It is necessary to deeply learn from the fire accident of Taichi Mountain Ice Sculpture Scenic Spot in Taiyuan City, Shanxi Province, strictly implement safety precaution responsibilities and measures, and resolutely curb major accidents.

This year's National Day and Mid-Autumn Festival is the first golden week since the epidemic. Tourists are enthusiastic about traveling and the tourism market has accelerated.

Under the conditions of normalized epidemic prevention and control, scenic spots, cultural and entertainment venues, commercial consumption places, etc., must strengthen risk detection and safety production measures.

Safety is no small matter. Safety accidents occurred in individual scenic spots, causing heavy losses of life and property, which once again sounded the alarm for holiday safety protection.

Relevant departments should further improve and refine the supervision of production safety, and tourists should also pay more attention to their own safety protection.

The Ministry of Culture and Tourism reminded once again that tourists should do what they can to participate in high-risk tourism projects.

Recently, some scenic spots have opened up many high-risk projects such as high-altitude, high-speed, and adventure in order to enrich the tourism and entertainment experience.

Although all projects must be operated in accordance with strict safety regulations, "high risk" is not suitable for all individuals with different levels of physical health. Individual tourists should also choose carefully, not blindly pursuing excitement, not acting lightly, and following the instructions of the staff. Do actions that may endanger the safety of yourself and others.

Some "net celebrity attractions" that have not yet been opened to the outside world and have no reception capabilities often attract young tourists to explore.

During this year's long holiday, reports of "Assy" being rescued after being trapped in a famous "wild scenic spot" appeared in the media again.

Although it is a rare case, it has caused unnecessary losses to the tourists themselves or others, leaving profound lessons.

In fact, many possible entrances to "wild scenic spots" have already been marked by relevant departments for risk warnings. Tourists should avoid taking risks by chance and regret it in case of emergencies.

In the early morning of October 4, a major road traffic accident occurred on Provincial Highway 514 in Fuyu City, Songyuan City, Jilin Province in which a small truck collided with three vehicles in both directions. Many people were killed.

During the long holidays, traffic flow is heavy and road transportation safety risks increase. According to statistics, highway rear-end accidents and accidents involving private vehicles are one of the characteristics of high incidence of traffic accidents during holidays.

Free expressways during the long holiday period bring convenience to self-driving travel, but self-driving drivers cannot relax their vigilance for safe driving. We must strictly prevent fatigue driving and drunk driving, and pay attention to speed control and courteous driving.

At present, the long holiday has passed halfway, and various places are gradually ushering in the return peak, and the risk coefficient of the safe operation of various vehicles has increased accordingly. The safety of water, land and air passenger transportation is especially the top priority.

The traffic forecast issued by Beijing in the second half of the holiday shows that the direction of highways entering Beijing will usher in a peak traffic flow, and the queues at some main expressways will exceed 3 kilometers.

While rationally arranging the return time and route, traffic safety still needs to be the first priority. Self-driving cars should make corresponding preparations in advance to strive for a safe and smooth arrival in Beijing.

Focusing on high-risk areas such as tourist attractions, crowded places and transportation, catering and accommodation, and strengthening the supervision of safety production guarantees are the key tasks that governments and functional departments must not relax in the second half of the National Day holiday.

At present, the State Council Security Committee Office and the Emergency Management Department have organized 14 working groups to carry out uninterrupted open and unannounced visits to key regions and key industries.

Among the many hidden dangers identified, safety supervision problems such as online car-hailing, self-driving tours, and tourist facilities outside the catalog are more concentrated, and relevant units have been ordered to rectify immediately.

To ensure safe production during the National Day and Mid-Autumn Festival, relevant departments and units need to continue to investigate hidden dangers in an all-round way, and strive to eliminate the accident in the bud.

We must take decisive and effective measures to strictly control the problems that have hidden dangers.

In response to new problems and new risks in different industries, we must continuously improve our ability to respond to emergencies, effectively prevent and resolve major risks, and minimize hidden risks.
