The court found that in 2005, in order to achieve the purpose of occupying village land, Liu Yicheng supported his wife and uncle Cai XX to run for village cadres, and twice mobilized more than a dozen social idlers at the election site to make trouble with sticks, knives and other equipment. Insulting, threatening government officials and elected officials present, and kicking the village committee door, seriously disrupting the election order, and eventually forcing the village committee to re-appoint Cai XX as deputy director.
Since then, Liu Yicheng has used family members as a link to recruit idle people from the society, and carried out many illegal and criminal activities in Shanwei City and Honghai Bay Development Zone.
In 2006, in order to occupy the local live pig market, Liu Yicheng and others blocked the Hongcao police station, violently obstructed the enforcement of the law by the staff of the Urban Economic and Trade Bureau, and injured them.
Later, a group of people drove a truck and ran into the Red Grass Meat Joint Factory and hit them with weapons. They used intimidation and threats to blackmail the factory, causing the factory to shut down for nearly a month.
In September 2008, due to personal grievances, Liu Yicheng organized nearly a hundred people in uniform, armed with weapons such as javelins and tiger forks, and blatantly marched in the urban area while shouting slogans to contain, assault, and smash the victims Ye Moumou, Luo Moumou, etc. People’s residence caused damage to Luo's house, and he even threatened Luo with a knife on his neck.
The incident lasted about four hours and caused very bad effects in Shanwei City.
The organization dominates one side, fighting fiercely, doing evil for wrongs, oppressing and crueling the people, and seriously undermining the local economic order and social order.
The court held that the crime possessed the organizational characteristics, economic characteristics, behavioral characteristics, and harmful characteristics of a gangland organization.
As an organization and leader, Liu Yicheng should bear responsibility for all crimes committed by the organization and make the above-mentioned judgments in accordance with the law; the remaining 20 defendants were sentenced to 13 to 2 years in prison and sentenced to property.
