"Every time I pass by here after get off work, I see a lot of rubbish. In addition, there are many small restaurants on the roadside. At night, people use these rubbish dumps as open-air toilets, which smells bad."
At 9 pm on September 22, the reporter came to the intersection of Zuoan Road and Fangzhuang East Road.
The north side of Zuo'an Road is a railway line, and there is a sidewalk on the south side, and a bungalow area is next to it.
Using this as a starting point, the reporter walked west along Zuo'an Road and walked less than a hundred meters away, and garbage was piled up under the light pole on the sidewalk.
This garbage dump covers an area of about 1 square meter. In addition to ceramic products and take-out packaging that belong to other garbage, you can also see plastic foam, beverage bottles, and various kitchen waste.
Continue along the road to the south of Hongshan Jiayuan District. There are as many as 7 littering spots on the sidewalk less than 600 meters along the way.
The garbage was not sorted and put into the trash can on the side of the road, and many of the plastic bags containing the garbage were not fastened, and the garbage inside was scattered on the ground.
One place was piled up with rubbish and even completely blocked the sidewalk. If you want to move on, you can only make a detour.
Because there are many small restaurants in the surrounding area, and the motor vehicles parked around the garbage dump form a "natural barrier", some diners regard it as a convenient place, and bursts of fishy smells hit the reporters.
Resident Mr. Wang said: “As soon as you go out in the morning, you can see a lot of rubbish on the side of the road. Sometimes even the small rubbish bins set up at the station to put a small amount of rubbish are filled with bags of rubbish."
This situation also brings a lot of pressure on garbage removal.
"We have to open all these bags one by one, re-sort them and then clear them." An environmental sanitation worker said.
In response to this situation, Shibalidian Township replied that the accumulation of garbage around the road was caused by some residents, pedestrians or businesses stealing garbage on the roadside.
In response to this situation, the relevant departments of the township will coordinate with the Beijing Municipal Environmental Sanitation Group to increase the frequency of daily cleaning and cleaning of the road section. Shilihe Village will also further strengthen management and persuasion to increase the awareness of merchants and individuals on garbage classification.

At 10:40 p.m., the reporter saw a lady riding a bicycle parked next to a trash can at the gate of the community, bent over and placed a square carton on the ground, and then rode away.
There are already several broken packing boxes around the trash can. Obviously this lady is not the first to throw trash here.
Along the Yuqiao Xili Middle Street outside the gate of the community all the way to the east, within a range of 40 to 50 meters, you can see garbage being thrown in tree pits and next to garbage bins every few meters.
The garbage bags along the road contain plastic bottles, empty lunch boxes and paper cups, as well as paper towels and plastic bags.
Among them, the two largest piles of garbage were at the end of the road. The reporter counted roughly. There were more than a dozen garbage bags next to one of the garbage bins, and a lot of garbage fell out of the broken bags and scattered on the ground.
In addition to several accounting companies and supermarkets on the south side of the road, there are also restaurants and car washes.
Outside a supermarket, a large garbage bag over the knee was thrown on the sidewalk; outside a pedicure shop not far away, a black garbage bag was leaning against a tree with its mouth open. The bag contained plastic bottles and white Paper towels etc.
On both sides of the east section of Yuqiao Xili Middle Street, there are many beauty shops and pedicure health salons. In the open space in front of several of these shops, there are also four or five black garbage bags.
A resident living nearby said that littering on this street has existed for many years, and it is suspected that nearby businesses have illegally littered.
At around 7 am on September 25, the reporter saw several sanitation workers cleaning the ground in Yuqiao Xili Middle Street.
One of the sanitation workers told reporters that the littering situation here is normal. "I go to work at five o'clock every morning, and the rubbish on this roadside can fill two or three garbage trucks. This phenomenon continues for several times. Years." According to her analysis, the garbage is not mainly generated by nearby restaurants, because restaurants generally have special garbage bins.
However, some other non-catering merchants do not have special buckets, and their employees will throw lunch boxes, express cartons and other garbage on the roadside.
"Although we have tried many times, it is of no use. Even if the urban management and law enforcement team comes, it can only last for a few days, and then'return to normal'." The staff member said, "The trash can on the roadside is for public use. The area service is not the special trash cans of the merchants along the street. Apart from repeated cleaning, there is no way to stop littering. I really hope that some department can find a good way."

"Walking around at night, the tree pits along the sidewalks along the way out of the community are almost full of bags of garbage, which is really annoying." At 10 o'clock in the evening on the 22nd, a number of black garbage bags were already piled up in the tree pit on the old Zhonglu side road outside Yulong Home.
It’s not difficult to see through the damaged garbage bags that they contain a wide variety of things, including paper scraps, packaging boxes, kitchen waste and old textiles.
Oil was scattered on the road next to the tree pit, and when I approached, I could smell a faintly sour smell.
The reporter saw a man casually throwing a black plastic bag of garbage into a tree pit on the roadside, and then walked into a restaurant on the east side of the road.
At about 11 p.m., a sanitation truck that collected and transported other garbage arrived on the road. At the same time, a staff member wearing a red vest began to tell the shops along the street to put garbage from house to house.
In this process, only when the garbage is pulled to the rear of the vehicle in the form of a gray trash can, sanitation workers will inspect the garbage in it, and after determining that the classification meets the standard, the garbage in the bucket is collected into the compartment.
After the garbage truck drove away, the "unowned" garbage previously piled in the tree pit on the roadside remained in place.
Along the Jiuzhong Road all the way to the north, similar situations have occurred in the road sections where nearby businesses gather.
By the side road of South Keji Road, although some tree trunks have posted the "No dumping of garbage in front of the door" reminder, they are still unavoidably reduced to garbage pits. Rotten loofah, spilt eggplant, zucchini and other vegetables are packaged together. Throw them in the tree hole together.
After receiving relevant reports, the Jiugong Town Government quickly took measures.
It replied to this newspaper that after some street-side businesses closed their business at night, they stole some rubbish on the street-facing trails and in tree pits, causing the environment to be dirty at night.
At present, Jiugong Town has organized the Urban Management Law Enforcement Team, Environmental Reconstruction Office, Environmental Sanitation Center and other departments to hold special meetings to study solutions. Based on the original garbage removal and management mechanism, it has increased the frequency of night inspections and the promotion and guidance of garbage classification. Increase cleaning frequency to avoid accumulation of garbage.
Up to now, the urban management law enforcement department of Jiugong Town has carried out more than 840 law enforcement inspections on domestic waste classification-related violations, penalized 65 cases and fined 168,500 yuan.
According to Article 33 of the "Regulations of Beijing Municipality on the Management of Domestic Waste", the entities and individuals that generate domestic waste are responsible for the classification and disposal of waste. They shall be classified according to the classification of kitchen waste, recyclables, hazardous waste, and other waste. Put in the corresponding marked collection container.
Therefore, in addition to the efforts of relevant departments to increase publicity, inspection, and removal, the producers of garbage are the main body, and they should assume legal obligations to carry out garbage classification to the end.
