According to the report, Beijing Jingyan Water Affairs Co., Ltd. arbitrarily expanded the Badu Hydrological Station from an approved construction area of 2814 square meters to more than 3,900 square meters, and transformed it into a training center without approval.
In August 2019, driven by interests, Beijing Jingyan Water Co., Ltd. leased the training center to private owners and was changed to Wanhe Badu Art Hotel to openly welcome guests to the public.
