  • The day after the testimony of a young girl victim of an assault because she was wearing a skirt, Marlène Schiappa was traveling to Strasbourg.

  • The Minister Delegate to the Minister of the Interior made a strong announcement: she wants to "double the number of verbalizations of sexist outrages".

In two years, 1,800 have been registered across the country.

  • What do the police think of this ad?

"We should already reinforce the workforce before announcing objectives," replied Alliance regional secretary Michel Corriaux.

Two young girls beaten up at the end of August for refusing the advances of their assailant, a student beaten on Friday because she was wearing a skirt… Sexist attacks have been making the headlines lately in Strasbourg.

Has the Alsatian capital become an exception in the French landscape?

"Street harassment and sexual violence are not more present here than elsewhere", answers the mayor of the city, Jeanne Barseghian.

“But substantial work has been carried out here, particularly on the part of feminist associations, and has enabled these women and victims to speak out.

I am thinking in particular of the Facebook group that was created this summer where hundreds of testimonies on these facts were collected, ”adds the councilor, who welcomed Marlene Schiappa this morning.

The fight against street harassment is one of the priorities of the @Interieur_Gouv ministry in the continuity of the law passed in 2018.

The Minister Delegate to the Minister of the Interior was entitled to a visit to the police station and a meeting with the local authorities.

Before taking stock of the law of August 3, 2018, which instituted verbalizations for street harassment.

“Since then, we have had more than 1,800 reports drawn up by the forces.

That's a lot because at the time, we were told that we would never manage to issue a ticket.

But 1,800, that does not correspond to all the facts of sexist outrages which are much more numerous.

"

The representative of the State therefore entrusted a mission to the director of the police and the national gendarmerie to “identify all the obstacles in the concrete field to the verbalization of street harassment.

Above all, Marlène Schiappa has announced that she wants to "double the number of verbalizations of sexist outrages".

"We are surprised and angry after these announcements"

Easy ?

This is not the opinion of trade unionist Michel Corriaux.

“We are surprised and angry after these announcements”, explains Alliance's Grand Est regional secretary.

“If we think of avoiding these attacks by simple fines of 90 euros, it is to ignore the current malaise within the police.

In Strasbourg, for example, there is a shortage of 60 agents, so the workforce should already be increased before announcing targets.

"

Another difficulty pointed out by the union representative, the difficulty of drawing up these verbalizations.

“They have to be materialized in real time and of course the authors usually don't do that in front of us.

In two years, only 27 procedures have resulted in fines or convictions for the attackers.

“It's unbearable to hear that it's not enough, we can't be everywhere,” concludes Michel Corriaux.
